Job Description :
The General Government Delivery Center (GGDC) is seeking a motivated, multi-tasker, with excellent communication and interpersonal skills to implement and manage Commonwealth related information technology projects. As a Project Manager for the GGDC, you will strategically coordinate IT projects with multiple organizations within the Office of Administration, Commonwealth agencies, and the vendor community.

This position performs advanced information technology (IT) project management work in developing and implementing IT projects for the General Government Delivery Center (GGDC) by managing for quality assurance, the full system development lifecycle, IT visioning and strategic planning, and business process redesign.

The primary purpose of this position is to provide project management and to coordinate the efforts of all personnel required to accomplish the IT projects in one or more GGDC customer agencies. The GGDC customer agencies include the Office of Administration (OA), the Office of Budget (OB), Office of General Council (OGC), Pennsylvania Historical and Museum Commission (PHMC), Pennsylvania Human Relations Commission (PHRC), the Governor''s Office, Lt. Governor''s Office, Department of General Services (DGS), Pennsylvania Department of Education (PDE), Office of State Inspector General (OSIG), and the Civil Service Commission (SCSC This position also works closely with the other state and federal government entities such as the Pennsylvania Attorney General, Pennsylvania Health and Human Services and the U. S. Department of Agriculture''s Food and Nutrition Services, as well as vendors and staff augment personnel.

This position works independently as the project manager for complex and mission-critical IT projects and is involved in all system development lifecycle phases of the projects from inception to implementation following Commonwealth project management methodology. This position performs as a project manager leading the entire project with full accountability and is responsible for developing and managing a project plan; planning, defining, and managing project scope; creating a project schedule; planning resources and budgeting costs; developing a quality plan and performing and assuring quality control activities; defining staffing roles and responsibilities; developing and adhering to a communications plan; and identifying risks, preparing risk mitigation plans, and executing contingency actions.

At this level, projects managed are enhancement or development projects for highly complex IT systems that typically involve interfaces with other systems or agencies. Projects may encompass a component of a larger project managed by a higher-level project manager. Work involves directing the activities associated with the project of all Commonwealth employees and contracted staff assigned to, and for the duration of, the project. Work is differentiated from the IT jobs by the responsibility for managing the change processes for both the programmatic and IT components of the project. Work is differentiated from programmatic managerial jobs due to the lack of program administration duties and the limited duration project timeframe. Work is performed independently following the goals and objectives established for the project and is reviewed by a higher-level manager for adherence to objectives.
