Job Description:
New York State of Health (NYSOH) is New York''s official health plan marketplace established by Executive Order No. 42. Development and design of the marketplace is funded with federal Exchange establishment grant funds. The temporary personnel services requested are needed to support the on-going design and development of information technology systems consistent with enrollment goals and federal and state law and rules.
The Project Manager will work closely with NYSOH program staff, vendors and other stakeholders to define requirements for the NYSOH. The Project Manager will apply a wide range of specialized knowledge, skills, tools, and techniques to elicit, analyze, communicate, and validate requirements for the NYSOH. The Project Manager will also work closely with NYSOH program staff and other stakeholders in Operations and Maintenance (O &M) of the system.
Specific activities to be performed include but are not limited to:
Bring the ability to work on complex software in a fast-paced, high volume work environment
Utilize effective communication and facilitation skills to reach consensus among stakeholders
Deliver clear, specific, and respectful oral and written communications to business owners, IT program team members and management
Lead requirements gathering meetings to elicit functional and/or operational requirements to define system functionality and current operations
Analyze, develop and review process flow charts and other documentation to define business and/or operational processes
Document complex functional and/or operational requirements in a thorough and clear formal requirements document
Coordinate and document resolution of requirements and technical design comments and gaps with business and vendor staff
Candidates should have at least 84 months experience and a majority of the following should apply:

1. 84 months of experience in managing multiple large (100 million or greater) complex IT projects where regular interactions with Executive level stakeholders were required. #of months 12
2. 84 months of experience logging, analyzing, testing, and troubleshooting defects found in test and production environments. #of months 12
3. 84 months of experience analyzing complex business and/or operational processes, developing business and/or operational process flow charts and creating use cases, as needed. #of months 12
4. 84 months of experience providing oral and written communications to business owners, IT program team members and management. #of months 12
5. 48 months of experience in managing software implementation projects or in-house application development (SDLC) projects. #of months 8
6. 48 months of experience with Rational Team Concert (RTC), including logging, tracking, and prioritizing work items. #of months 8
7. 48 months of experience working with the Affordable Care Act or Medicaid which includes Eligibility and Enrollment (not Health Care #of months 8
8. Bachelor’s Degree in Information Technology or Computer Science or similar field of study. #of months 8
