The experienced Program Manager organizes and coordinates a portfolio of IT projects. You will provide guidance to teams and assigned project managers to ensure project success. You will also report to executive leadership on the progress of the project portfolio. The ideal candidate will be an excellent leader and will have experience in managing diverse staff to produce results in a timely manner. They will also be able to develop efficient strategies and tactics to ensure program success in delivering the desired outcomes to the organization.

Role Description:

This is an executive level role within the PMO, and requires impeccable communication skills and a calm, confident demeanor.

Independent, strong project leader, responsible for overseeing the project work of a diverse team of Project Managers, Senior Project Managers, and Business Analysts

Manager for a portfolio of diverse projects, responsible to provide project teams with resources and guidance to ensure successful delivery of portfolio.

Customer focused - work cross-functionally with Account Management team to support Customer business needs.

Provides regular executive-level updates on portfolio of projects to PMO and OIT leadership

Responsible to respond to client escalations, providing solutions that will work within the State of Maine

Skilled at identifying potential issues before they become critical and proactively will express concerns and solutions with management

Responsible for defining staffing needs for projects and working within State processes to post and hire project resources

Responsible for ensuring own work and the work of others follows PMO policies and guidelines

Provides feedback and recommendations for improvement for project processes

Years of Relevant Experience: More than 10 years

Preferred Education: 4 year college degree in business, computer science or a related field; certifications specific to the field of program management.

Formulating, organizing and monitoring inter-connected projects

Deciding on suitable strategies and objectives

Coordinating cross-project activities

Lead and evaluate project managers and other staff

Develop and control deadlines, budgets and activities

Apply change, risk and resource management

Assume responsibility for the program’s people and vendors

Assess program performance and aim to maximize ROI

Resolve projects’ higher scope issues

Proven experience as a Program Manager or other managerial position

Thorough understanding of project/program management techniques and methods
