Position : Business Analyst
Location : New York, NY
Duration : 19 Months Contract
Interview-Type : In-Person

SCOPE OF SERVICES :
Gain a strong understanding of the City of New York’s current state and ensure that business and technical requirements for the new platform are achieved.
Assist project team in defining technical solutions related to integration, architecture, and reporting.
Elicit requirements by interviewing business owners/stakeholders to understand business needs, processes, and data sources, conducting interface analysis, reviewing documentation and utilizing other techniques set forth in the BABOK.
Translate business needs into clearly defined and documented detailed requirements.
Review and manage project technical documentation (i.e. technical designs, data mapping documents, etc with the system integrator and vendor.
Analyze data from current and future data sources and define reporting requirements with business owners.
Assist stakeholders in navigating “as-is” vs. “to-be” decisions.
Build reports as required in Ivalua’s reporting module conforming to requirements and design.
Validate Vendor/SI design and implementation of relevant functional areas.
Support Quality Assurance/Testing team to obtain user acceptance signoff in relevant functional areas.
Function in an agile environment where multiple teams work through various phases, including requirements gathering, design, build, and test.

SPECIAL REQUIREMENTS :
References should be provided from at least two former or current clients where the contractor has performed the same or similar work.  Provide the name, address, phone number and e-mail address of the reference as well as a brief description of the work performed

Job Description :
At least 4 years of experience as a Business Analyst in gathering business and functional requirements pertaining to enterprise technology topics.
At least 7 years of total work experience
Experience in working on and implementing multiple vendor/COTS solution, including Ivalua.
SQL skills; high comfort level with various database systems and analytical tools such as, but not limited to Oracle, SQL Server.
A mix of private sector and public-sector experience at federal, state or large municipal government levels.
Experience with New York City government and its financial system “FMS
Proven experience with projects in multiple-entity environments (multiple agencies, business partners, etc
Experienced with formal SDLCs, Agile, and business analysis methodologies
Excellent oral and written communication/soft skills and the ability to clearly articulate to all project members and stakeholders; must be a team player who works well with technical and a wide of variety non-technical resources at different levels of the organization.
Must take initiative, provide decisive recommendations and show confidence in recommendations made
Must be able to take strategic direction from executive management and participate in strategic planning activities throughout the lifetime of the project.
Must be able to see tasks through to completion without significant guidance
Experience using standard project tools including MS Project, PowerPoint, Visio, and Excel

Desirable Skill/Expertise :
Experience working in an agile methodology and creating agile deliverables
Experience using requirements and/or testing management tools (e.g. CaliberRM, HP QualityCenter, Atlassian JIRA)E
Experience in projects related to Sourcing / Procurement
Experience with Ivalua procurement platform
Education in computer science, information technology and related engineering fields
Demonstrateable knowledge of developing ETL procedures for multiple business intelligence tools, including MS Business Intelligence.
Previous work in legacy system migrations projects
