Job Description:
OPRHP plans to implement several projects in parallel and requires a Business Analyst to assist with requirements gathering for each. The Business Analyst will work closely with the Project Manager, Program Manager and the Agency lead and may be assigned to multiple projects. A summary of projects is as follows:
Collection Management System - Achieve efficiencies in collection management processes, allowing the entirety of the user base to utilize one system for accessioning/deaccessioning, inventory control, loans and exhibitions, and the care/treatment of objects which are the property of NYS.
Grants Management System - The grants bureau has been using an out-of-date grants warehouse to store data related to grants and applicants. This system must be updated as support is discontinued, and the system is failing. In addition to a new warehouse, the system must be integrated with grants gateway application as the Parks team uses the system for grants management.
Revenue Application - This project will redesign and reengineer the current Revenue Application System at OPRHP using modern and supported hardware and software platforms, consolidating common system processes and leveraging automation to streamline the business processes.
The consultant will be performing business analysis tasks including:
Performing business process re-engineering
Conducting fit/gap analyses
requirements planning and management, elicitation, analysis, and communication supporting applications development
Translation of business requirements into well-formed technical and system requirements
Creating various data and behavior models, process/flow models, and usage models to provide direction to application developers
Facilitating the development of production support plans for new applications
Candidates should have at least 84 months experience and a majority of the following should apply:

1. 72 months of experience in requirements planning and management, elicitation, analysis, and communication. #of months 20
2. 72 months of experience assisting in the translation of business requirements into design specifications. #of months 20
3. 72 months of experience identifying and documenting existing business processes, creating various data and behavior models, process/flow models, and usage models to provide direction to application developers. #of months 20
4. 60 months experience with internal and external stakeholder communications and outreach, including the development of presentations and other materials that promote the rethinking of core business processes and envisioning of a reengineered environment. #of months 20
