Job Title: Technology Architect - Networks & Information Security
Location: Philadelphia, PA (onsite)
Duration: 6 Months

Core Responsibilities:
  • Serve as the primary technical liaison between internal MVNO provisioning systems and the MNO partner, ensuring seamless integration and accurate, timely activation of wireless services.
  • Design and implement end-to-end provisioning workflows across MVNO/MNO systems, including subscriber lifecycle management, SIM/eSIM activation, and service orchestration.
  • Architect scalable, cloud-native, and resilient solutions for wireless provisioning and integration, aligned with business and operational goals.
  • Integrate OSS/BSS platforms (e.g., Amdocs, Netcracker) with MVNO-enabling systems and MVNEs, supporting full SIM/eSIM lifecycle management (activation, suspension, swap, deactivation).
  • Lead the implementation of remote SIM provisioning (RSP) technologies, including SM-DP+, SM-SR, and SM-DS.
  • Develop and maintain robust API-based service activation flows (REST/SOAP), including error handling and orchestration logic.
  • Collaborate with Wireless Engineering, Provisioning, and MNO Tooling teams to define technical requirements and deliver new capabilities when existing solutions fall short.
  • Perform system integration analysis and planning to support provisioning and activation workflows across HLR/HSS, UDM, billing systems, and MVNO platforms.
  • Support interconnect agreements, number portability, roaming provisioning, and wholesale billing/rating/mediation processes.
  • Monitor and evaluate emerging trends, technologies, and best practices in the MVNO ecosystem to inform strategic planning and technical decision-making.
Qualifications:
  • Proven experience designing and implementing wireless provisioning systems in MVNO/MNO environments.
  • Strong understanding of MVNO models (Light, Full, Hybrid) and integration with MNO provisioning systems.
  • Expertise in SIM/eSIM lifecycle management and remote SIM provisioning technologies.
  • Proficiency in integrating OSS/BSS platforms and MVNO-enabling systems using modern APIs and orchestration frameworks.
  • Experience with subscriber provisioning across HLR/HSS, UDM, billing systems, and MVNE platforms.
  • Familiarity with wireless network architecture (LTE, 5G), number portability, and roaming provisioning.
  • Demonstrated ability to translate business and product requirements into scalable, resilient technical solutions.
  • Experience collaborating across engineering, provisioning, and external partner teams.
  • Knowledge of wholesale billing, rating, and usage mediation systems.
  • Strong problem-solving, communication, and documentation skills.
Technical Skills:
  • MVNO/MNO Integration Expertise: Deep understanding of MVNO models (Light, Full, Hybrid) and integration with MNO provisioning systems for seamless service activation and lifecycle management.
  • Provisioning Systems & Workflows: Proven experience designing and implementing wireless provisioning workflows, including subscriber activation, configuration, and service orchestration across OSS/BSS platforms (e.g., Amdocs, Netcracker).
  • SIM/eSIM Lifecycle Management: End-to-end management of SIM and eSIM provisioning, including activation, suspension, swap, deactivation, and remote SIM provisioning (RSP, SM-DP+, SM-SR, SM-DS).
  • Cross-System Integration: Expertise in integrating internal customer provisioning systems with external MNO platforms using REST/SOAP APIs, with robust error handling and orchestration logic.
  • Subscriber Lifecycle Management: Proficient in managing subscriber data across HLR/HSS, UDM, billing systems, and MVNO platforms, including integration with MVNEs.
  • System Architecture & Scalability: Ability to architect scalable, resilient, and cloud-native solutions for wireless provisioning and integration, aligned with business and operational goals.
  • Telecom Domain Knowledge: Strong working knowledge of wireless network architecture (LTE, 5G), number portability, roaming provisioning, and interconnect agreements.
  • Billing & Mediation: Familiarity with wholesale billing, rating, and usage mediation systems in MVNO/MNO environments.
  • Testing & Implementation: Skilled in developing test plans, implementation strategies, and project timelines for provisioning-related initiatives.
  • Cross-Functional Collaboration: Experience working with engineering, provisioning, and external partner teams to resolve integration challenges and deliver new capabilities.
