Job Summary
Texas Health and Human Services Commission (HHSC) is seeking an experienced IT Project Manager to support enterprise-level data integration, analytics, and reporting initiatives under the Performance Management & Analytics System (PMAS). This role supports projects aligned with the Texas Data Management Framework and works closely with data architecture, analytics, IT, vendors, and federal stakeholders.
The Project Manager will be responsible for planning, execution, governance, and delivery of multiple PMAS initiatives while ensuring compliance with DIR Project Delivery Framework, state, and federal standards.
Key Responsibilities
Project & Program Management
Plan, manage, and deliver IT projects including scope, schedule, budget, resources, and risks
Oversee multiple PMAS initiatives related to cloud analytics and data integration
Manage daily project operations, Agile scrums, and cross-functional teams
Identify project risks and coordinate mitigation with leadership
Data, Analytics & Integration
Collaborate with the Office of the Chief Data Architect and Office of Data Analytics & Performance
Support PMAS Cloud Analytics for Access & Eligibility Services Reporting
Oversee expansion of enterprise data integrations across HHSC departments
Governance & Compliance
Develop and maintain project management deliverables per DIR Project Delivery Framework
Ensure deliverables comply with state, federal, and HHSC standards
Maintain accurate project documentation and reporting
Vendor & Procurement Management
Develop RFPs defining scope, services, and deliverables
Conduct procurement activities and manage vendor engagements
Coordinate outsourcing or long-term vendor partnerships as needed
Federal Funding & Stakeholder Coordination
Develop Implementation Advance Planning Documents (IAPDs) to obtain matching federal funds
Coordinate with HHSC leadership, IT teams, and federal stakeholders
Establish strategic project roadmaps, timelines, and resource plans
Reporting Structure
Reports to: IT Data Analytics Support Director
Works within: PMAS Team, Office of Chief Data Architect, Office of Data Analytics & Reporting
Required Qualifications
Active PMP Certification (mandatory)
Must currently reside in the Austin, TX metro area
Strong experience managing IT projects, preferably in data, analytics, or integration
Experience with government or public sector IT projects
Strong stakeholder communication and documentation skills
Experience with vendor management and procurement processes
