Job Description
HHS implemented the State of Texas Centralized Accounting and Payroll/Personnel System (CAPPS) PeopleSoft Financials version 9.2 in September 2017. HHSC is looking for a Project Manager to oversee enhancements and improvements to the procurement and contracting modules of CAPPS Financials that have been prioritized by agency leadership.

Implement standard project management industry practices for Agile Teams. Understand the PMI framework as well as how to establish a project organization and methodology within Agile (Scrum) organizations. Understand business and technical objectives of a project and work closely with multiple key project stakeholders. Communicate to clients and IT teams. Create project charters, work plans, and other related project artifacts as necessary. Provide technical support both during work hours and on-call as necessary. Be able to comprehend and communicate complex technical designs and implementations as well as complex business processes. Serve in an analyst capacity as required.

The Worker will need to perform the following tasks and assignments:
Overseeing design and development work
Ensuring project meets the standard HHSC guidelines and procedures and developing project artifacts in accordance with Texas Project Delivery Framework
Managing the project with feature driven Agile methodology, overseeing and tracking development progress, and ensuring project assignments and progresses align with project timelines
Developing and managing project plans
Documenting risks, issues, and contingency plans; ensuring resolution of issues and removal of project barriers
Providing weekly status updates (written and verbal) and conducting regular project team status meetings
Overseeing the development of SDLC artifacts, ensure business requirements get translated into technical specifications, guide, and facilitate the SDLC process
Developing and maintaining strong relationships with project sponsors and stakeholders.
Possessing strong communication and presentation skills
Possessing strong teamwork skills
Transferring working knowledge to current staff

CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:
Years Required/Preferred Experience
10 Required Project Management Experience for large-scale Enterprise Implementations
7 Required State of Texas or Similar Federal/State Project Management Experience
5 Required Project Management /Systems Analyst Experience leading and managing large ERP (or similar) projects
3 Required Development Experience
3 Required Agile (Scrum) Experience
5 Preferred State of Texas Project Delivery Framework Experience
5 Preferred PeopleSoft Experience
3 Preferred State Procurement and Contracting Experience
