Required Skills:
Experience and expertise in Senior Management Consulting in a QA environment;
Demonstrated experience in a project leadership role;
Demonstrated experience establishing strong relationships with IT management and stakeholders;
Experience with IBM Jazz tool;
Experience with Transportation industry to develop quality metrics and measures around operation management and financial performance;
Perform high caliber qualitative and quantitative analyses;
Ability to interview and engage with executive level clients to discuss major issues and develop options and alternatives that can be leveraged to address key challenges;
Extended experience with performing root cause analysis,Extended experience with developing roadmaps for implementing systems;
Ability to assess and analyze trends and facts about issues by applying fact based analysis;
Ability to discuss findings and recommendations with key executive leadership.

Description: This procurement is for a Sr. Business Analyst to support IT quality assurance (QA) and IT improvement initiatives with regard to IT project engagement, systems development and delivery, and other IT business activities.
Responsibilities:
As-is assessment finding WMATA IT current process landscape;
In-Scope Requirements and Other Considerations for developing solution;
Business requirements, plan, and related artifacts for developing and implementing solution;
Technical Requirements specification,Design proposal;
Standard Operating Procedures (SOPs) resulting from design proposal;
Transition Roadmap, Update the project data and status;
Business needs and technical requirements specification;
Training plan and materials for the community;
SDLC artifacts, including project charter, scope, requirements, plan, and related artifacts for developing and implementing solution;
Provide monthly progress Report. Responsibilities
Conduct As-is environment assessment (Process, People, Technology);
Document gaps and opportunities for IT improvement;
Establish To-be state operating model (Process, People,Technology)
Establish and enable a transition roadmap;
Capture key metrics associated with the various process improvement projects;
Lead planning activities to plan, develop and execute improvements in the WMATA IT by leveraging technologies like Cloud Computing, DevOps, Agile, data visualization; Enable and support by providing training and rollout of the solution(s) for process improvement projects;
Interview business and IT technical stakeholders to ensure their support and approval for project milestones and deliverables;
Lead the project in-take efforts for the IT department;
Establish common techniques for client engagement process;
Develop communication and training materials;
Lead training sessions to include developing training materials, videos in support of all IT standardization and improvement initiatives;
Lead and execute activities to define and document SOPs using methodology, such as BPMN;
Establish metrics that can be applied across the enterprise to identify issues and challenges associated with health of each program;
Support the CIO organization by developing presentation and executive documentations that highlights key metrics, findings, and status progress on key projects and programs;
Successfully engage in multiple initiatives simultaneously;
Work independently with users to define concepts and understand user needs;
Assist with recommendations to enhance existing, and identify missing, program policies, procedures and processes;
Assist with the development of Governance Processes;
Support internal and external audit activities.
