Job Description :
The Department of Technology Services (DTS), Enterprise Resource Planning (ERP) Division seeks a highly skilled Change Management contractor to assist in leading change management, training and communication activities within the County’s enterprise applications. This includes Oracle eBusiness, Human Capital management, Business Intelligence, as well as other enterprise wide initiatives and implementations such as Office 365 including Sharepoint and One Drive.
The ERP Change Management contractor will play a key role in assisting the ERP Division to meet business needs through developing and implementing change management strategies, enhancing learner knowledge and adoption of various system applications across the County.
This contractor will focus on the people side of change to facilitate end-user adoption and utilization of Montgomery County initiatives including changes to business processes, systems and technology, job roles and organization structures. The primary focus includes creating and implementing change management, communication and training plans that minimize employee resistance and maximize employee engagement. The Change Management contractor will: 1) work to drive adoption of organizational and/or system related changes to achieve desired business results, including greater utilization and higher proficiency; 2) work with all levels of the organization to succeed; 3) act as a change consultant for management, business owners and employees helping them transition through the change process; 4) support the ERP division internal change management activities including maintenance of the ERP SharePoint sites; 5) design and conduct system based instructional led training; and 6) design and develop system based online training curriculum with various content development tools including Oracle User Productivity Kit (UPKs) and Camtasia. The work requires expertise and working knowledge within Oracle eBusiness R12 to design, develop and execute change management strategies, training and documentation, and other related materials. It also requires working knowledge of other enterprise level applications such as Office 365 including Sharepoint and One Drive. Further, Change Management contractor will consult with business partners to develop training and communication deliverables, conduct focus groups and administer surveys and needs assessments.


Scope of Work:
This individual may be responsible for, but not limited to, the following: • Articulate, communicate and implement effective Change Management strategies and activities to measure, monitor, evaluate and realign change strategies based on feedback; • Develop subject matter expertise in specific functional area to support effective targeted communication, marketing, training, and organizational realignment leveraging Oracle eBusiness and other enterprise systems functionality; • Create business process documentation (including new standard procedures) and demonstrate system functionality to senior management and business owners; • Create and deliver custom, on-site training courses to different levels of County employees at different County sites; • Collaborate with functional subject matter experts in the design and review of course materials and recommend updates in preparation for training delivery. • Lead in creating class exercises, job aids and other training content as needed based on training data and course material; • Manage stakeholder expectations and encourages positive behaviors in response to operational and organizational change; • Partner with appropriate internal staff and utilizes communications technologies to communicate understanding, monitor trends, address concerns and guides development of tools to facilitate business processes; • Assess operational and organizations needs through interviews, surveys and focus groups to identify gaps and aligns related strategic initiatives to the County Executives’ objectives and mission; • Develop training curriculum, job aides, training materials and conducts logistical planning and scheduling for deployment of training; • Design and publishes system-based training material through media utilizing Camtasia, Captivate and UPK. • Develop organizational metrics to baseline and measure success over time in conjunction with stakeholders; • Establish strong and credible relationship with management and employees to successfully build trust, collaboration and integrity; • Demonstrate experience and knowledge of principles, practices, and systems of organizational design, change management, and organizational development; • Demonstrate experience and knowledge of core business functions and processes, including procurement, budget, financial management, human resources management and experience in business process re-engineering activities.

Skills/experience preferred includes:
At least 3 years of demonstrated Change Management experience in an Oracle environment • At least 3 years of demonstrated Change Management experience in enterprise systems such as Office 365 • Strong communication skills dealing with all levels of management and effectiveness at developing creditability and relationships. • Demonstrated consensus/coalition building with stakeholders, management, and employees at all levels in the organization. • Demonstrated organizational design, integration and analysis experience; individual and team development; employee engagement group facilitation, coaching and mentoring • Ability to perform analysis of performance gaps and create relevant process mapping and other documentation • Experience in developing and designing training curriculum, job aides, training material utilizing multimedia tools such as Captivate, UPK and/or Camtasia
