Position: COBOL DB2 Programmer

Length: 1 year

Location: Pleasanton, CA

The Mainframe COBOL DB2 Programmer will assist in the maintenance and
support for the DB2 and Premium Billing systems including major functions
such as Policy Cancellations, Bills, Payroll Reports, Payments, Dividends,
Renewals, General Ledger, etc. The Programmer will assist in the Annual
Rate Filing changes. The Programmer will work on the PAS/BC phase 1
integrations and provide Subject Matter Expert support. The programmer will
assist in the PAS phase 2 Renewals and Expire/Rewrite project.
Deliverables

Ability to quickly understand and code Mainframe COBOL /DB2 programs per
technical and user requirement specifications.
Provide production support maintaining, troubleshooting, and problem
solving with existing State Fund Mainframe COBOL/DB2 business programs and
systems.

Develop project plans and detailed schedules.
Use industry and/or State Fund mandated standard coding techniques and
testing processes
to ensure quality.

Document all programming work per State Fund standards.
Enhance existing State Fund systems to meet new business requirements.
Explain and/or document complex problems and solutions in an
understandable manner to both technical and non-technical State Fund
personnel.
Present technical solutions and alternatives to management and decision
makers at a level of understanding commensurate with the audience.
Configure, build and maintain the production run processes. Mainframe
job and processes. (JCL,COBOL,DB2,EZTRIEVE)
Solve problems that arise with database data, production runs and/or the
systems products (on-line screens, reports files or interfaces
Tuning and optimization of COBOL/DB2 programs and systems.
Maintenance of system documentation.
Troubleshoot, Identify and correct reported or suspected errors with
code, logic and/or data.

Apply necessary and discretionary system changes and/or fixes, making
system enhancements as required by IT management, business units, statutes,
contracts or the system''s underlying architecture and/or technology as
authorized by State Fund IT management.
Helpdesk related activities for Policy system related problems and
issues.

Create new applications, programs and/or interfaces in order to resolve
problems.
Technical Lead or assistant with development teams.
Share knowledge, mentor and train State Fund staff, on a regular and
ongoing basis through the State Fund Mentoring and Skills Enhancement
program as well as shadowing and consistent transfer of information form
Consultants to State Fund project team members.
Technical Knowledge and Skills:
7+ years of hands-on experience in the Information Technology industry.
5+ years of hands-on experience in the mainframe COBOL enterprise
applications.
5+ years of hands-on experience in the coding and programming.
In-depth expertise in a broad variety of IT skills, such as project
planning, systems development, systems design, systems maintenance,
helpdesk/user support, documenting system requirements and changes,
infrastructure implementation, and network administration.
Professional IT Certifications are desirable.
Good communications skills and the ability to interact with business
users.
Work in fast-paced team environment with focus on quality.
Work on projects with minimal supervision.
3+ years of hands-on experience in IT Project management
Demonstrable Skills:
Must have the ability to work collaboratively with other support team
members and independently on assigned tasks and deliverables with minimum
supervision.
Must be self-motivated, working closely and actively communicating with
the person to accomplish time critical tasks and deliverables.
Must be able to ask questions and share information gained with other
support team members, recording and documenting this knowledge.
Must be able to elicit and gather user requirements and/or problem
description information, and record this information accurately.
Must listen carefully and act upon user requirements.
Must be able to convey and explain complex problems and solutions in an
understandable language to both technical and non-technical persons.
Must be able to present technical solutions to management and decision
makers.
Must be able to follow the lead of others on assigned projects as well as
take the lead when deemed appropriate.
Must be able to think creatively and critically, analyzing complex
problems, weighing multiple solutions, and carefully selecting solutions
appropriate to the business needs, project scope, and available resources.
