Deliverasbles:

The WMATA Quality Management team is looking for an experienced Quality Assurance (QA) Lead that brings a combination of technical and business expertise standardizing and implementing SDLC framework for ITprojects, with specific focus on testing.
In-depth knowledge on all aspects of Software Development Life Cycle (SDLC) such as Analysis, Planning, Architecture, Design, Development, Testing, Implementation and Postproduction analysis of the projects,A lead with deep and broad experience developing and implementing astandard SDLC framework.
Hands-on experience working with individual IT development projects to adopt the established standardized SDLC framework, including migration of project artifacts into the standardized SDLC platform.
Knowledge of SCM, SQA and Software Configuration Change Management Standards.
Expert in all aspects of administration of IBM tools, including installation: Rational products - Jazz (RTC, RQM and RRC
Professional services around IBM Rational Jazz tools in requirement management, Change management and test management.
Expert in CMMI implementation.
Provided training to the users on CM process and tools
Developed Change / Release Management framework and implement standards, processes, and controls for configuration and release activities.
Defining and communicating build/deployment best practices Experience
Define testing scope for project releases based upon requirements and technical documentation
Develop, publish and implement test strategies, test plans, test cases, test scripts, test configuration; test schedules and related documentation based on analysis of IT technical specifications;Translate written requirements/functional specifications into effective test cases/scenarios in order to conduct integrated, scenariobased
System Testing of the timekeeping system Participate in formal and informal reviews during the development lifecycle to ensure product meets the needs of the business.
Develop test criteria, test plans and conduct application testing with expert level experience in designing, implementing and documenting test plans and test cases,
Define test criteria and test data requirements
Identify, research, report and close defects and analyze unresolved issues.
Review the work of team members during project test planning and execution phases ensuring deliverables are accurately created, and processes and procedures are adhered to Identify, analyze and document IT hardware/software defects, questionable functions, errors, and inconsistencies and deviations from standards and suggest options to conform to standards, individually and in a team environment;
Review / Audit system and business test plans and results.

Supplemental Duties:

Participate as project team member to recommend, develop and implement improvements to existing SDLC and testing processes and standards related to quality management methodologies.
Collaborate with Business and Development teams to ensure established procedures, standards and processes are utilized consistently throughout the development/testing Lifecycle.
Work on all project phases including fit/gap configuration, and testing
Seek ways to improve the process of delivering solutions, sharing knowledge to continually improve overall implementation methodology.
Recommend process improvements for validity of results, accuracy, reliability and conformance to establishment standard.
Advanced knowledge of testing techniques.
Experience in development, deployment and enforcement of quality assurance procedures and standards in software testing.
Experience in all phases of SDLC including systems analysis, design, coding, testing, debugging,implementation and maintenance.
Ability to scope, plan and schedule activities related to software quality assurance, testing and configuration management.
Experience and expertise in Senior Management Consulting in a QA environment.
Experience with Transportation industry to develop quality metrics.
