Position Overview
The client is seeking a highly skilled Program Manager to support the United States Coast Guard (USCG). This role requires strong leadership capabilities, excellent communication skills, and proven experience managing IT programs within complex, high-availability or government environments. The Program Manager will oversee project execution, coordinate cross-functional teams, ensure compliance with federal requirements, and drive successful delivery of mission-critical initiatives.
This position is fully on-site in Elizabeth City, NC and requires a local candidate.
Key Responsibilities

Lead and manage the full lifecycle of IT programs supporting USCG mission objectives.

Develop and maintain program plans, schedules, risk registers, and status reporting.

Coordinate with cross-functional technical, operational, and administrative teams.

Ensure alignment of project deliverables with federal standards, security requirements, and USCG guidelines.

Facilitate communication across stakeholders, including government leadership and vendor teams.

Identify program risks and issues; develop mitigation and contingency strategies.

Monitor resource allocation, timeline adherence, and program performance metrics.

Support budget planning, cost tracking, and contract compliance as needed.

Provide executive-level updates and documentation on program progress.
Required Qualifications

Bachelor’s degree required.

Minimum 5 years of experience as a Program Manager in IT, engineering, or government environments.

Strong communication skills; English – native or bilingual proficiency.

Demonstrated experience leading multi-disciplinary project teams.

Proven ability to manage programs with significant travel and on-site coordination.

Experience working within federal, defense, or high-security operational environments (preferred).
