SAS programmer
Location: Sacramento, CA
Duration: 2 years (+1 year)

Mandatory Qualifications
1. Seven (7) years'' experience with IBM Tivoli Usage and Accounting Manager software (IBM''s chargeback and billing product,TUAM) in a large IT environment;
2. Fifteen (15) years'' experience in SAS programming language, including Proc SQL;
3. Knowledge of z/OS or OS/390 operating system and its operating utilities with ten (10) years'' experience working with z/OSand/or OS/390 operating systems;
4. Fifteen (15) years'' experience using SMFUTIL software to manage raw System Management Facility (SMF) data;
5. Fifteen (15) years supporting cost recovery and billing processes including TUAM, MVS Integrated Control Systems (MICS) or other systems;
6. Fifteen (15) years'' experience with billing data collection systems;
7. Five (5) years'' experience Excel Macros, Visual Basic for Applications (VBA) and Visual Basic (VB) Script tools;
8. Fifteen (15) years'' experience MXG and TDS/z;
9. Seven (7) years'' experience developing in the latest .NET technologies;
10. Five (5) years'' experience using Microsoft Internet Information Services (IIS) server;
11. Seven (7) years'' experience working with SQL Server database performing DBA activities (writing Stored Procedures, Views,Creating/Modifying Tables, Linked Servers, SQL Jobs, Backup/Restore,Import/Export using SQL Service Integration Services (SSIS, SQL Server Reporting Services;
12. Seven (7) years'' experience using File Transfer Protocol (FTP) and Secure File Transfer Protocol (SFTP) in both the Windows Server and Mainframe environments; and
13. Seven (7) years'' experience in developing scheduling on Windows Server using Windows Scheduler, Batch Programs and scripts.

Responsibilities
1. Provide SAS programming expertise.
2. Provide .NET/ASP programming expertise.
3. Provide SQL Database and Programming Support.
4. Provide CDT cost and recovery process analysis.
5. Work on-site with CDT staff to document all operational processes.
6. Confirm all software modifications and process changes are documented and transitioned to CDT staff.
7. Provide knowledge transfer to functional groups on analyzing and compiling data within in the CDT billing system. i. Provide expertise on system design and operation for CDT system.
8. Provide programming and configuration on the CDT system.
9. Meet with internal and external customers to gather billing system requirements and educate on the technical abilities of the product.
10. Participate in system testing for Unit and Validation as well as assist in the UAT to assure that test plans are valid.
11. Assist and train functional groups on analysis of system data related to Data Validation routines, data feeds, proration andspecific billing algorithms implemented.
12. Provide written documentation for technical operation of systems.
13. Program and test functional requirements with CDT Technical Staff.
14. Assist functional groups with process conversions.
15. Assist and train programmers on processes related to implementation and conversion of billing data feeds.
16. Assist CDT technical programming support as needed due to workload constraints to existing technical staff.
17. Assist CDT technical staff with system software upgrades as required to keep the system up-to-date, supportable maintenance levels and version that is supported by system vendor
