DMV requires contract services of an Information Technology Project Manager who is highly skilled and experienced. Work to be performed in a designated DMV office location.

Complete Description:

This position is located in the D.C. Department of Motor Vehicles (DCDMV), Information Technology Office. This position involves providing leadership, technical expertise, and Project Management in setting up modern large-scale information technology projects. MAJOR DUTIES Provides direction to and mentors a team of software application developers on assigned projects. Develops new concepts, standards and methods to develop and maintain appropriate IT applications for the agency. Ensures efficiency and standards being met according to the guidelines set forth by the District. Plans, directs, organizes, analyzes, and evaluates assigned projects. Works with the CIO to develop plans and schedules, estimate resources requirements, define milestones and deliverables, monitor/Report Project updates to the senior leadership team Formulates the vision to the senior management and provides expertise when developing new Web-based applications including the design of backend databases. Leverages experience to enhance existing IT applications that employ DB2, MS SQL Server, and or Oracle databases. Leads the effort to migrate existing applications to other web-based platforms. Plans and leads efforts to develop and mentor Senior Web application developers in OCTO and the District Government on best practices and strategies for application development Documented experience working through the full software development life cycle (SDLC). Independently plans, designs, and carries out implementation for Web, Internet and Intranet and Intranet policies, procedures, and standards and ensures their conformance with District Government objectives. Serves as an expert in new developments in web applications, Internet and Intranet and related technologies, to the extent that these developments may benefit the District government. Keeps abreast of current application development practices that include trends in latest information technology field. Establishes positive working relationships with other OCTO managers KNOWLEDGE REQUIRED BY THE POSITION Mastery knowledge of and skill in applying advanced IT principles, concepts, methods, techniques and standards sufficient to provide technically authoritative IT advisory and expert services on critical and highly complex IT issues which significantly impact agency programs. Mastery knowledge and understanding of the Software Development Lifecycle (SDLC). Demonstrated expertise and experience working through the full software development life cycle (SDLC) on numerous complex projects with consultants, contractors and vendors. Demonstrated skill in providing leadership of development teams. Expert knowledge of and demonstrated skill in building complex Web applications under tight deadlines. AJAX expertise and familiarity with Web 2.0 methodologies. Ability to provide IT project management expertise covering frontend user and back end application code and databases. Experience using source code control and change management software packages and application security experience sufficient to provide technical guidance and advice on highly complex IT issues. Experience developing user role-based applications. Knowledge of MS SQL Server, Visual Studio, .NET, Java, DB2 and web related technologies. Advance knowledge and demonstrated experience generating use cases, test plans, and test scripts during requirement gathering process & user testing phases; generating user manuals, training documents and conducting training to various senior management members and user groups. Skill in documenting the requirement specifications through an industry approved software system for ready reference. Excellent written and verbal communication skills, as well as, excellent communication and presentation skills for liaison, technical guidance, providing project status updates, etc. SUPERVISORY CONTROLS The CIO makes assignments by broadly defining missions, objectives, priorities, and deadlines. The incumbent is relied upon to independently plan, design, and carry out projects; however, the supervisor may provide advice and direction regarding major policy interpretations and highly unusual matters that may have far-reaching impact/ramifications. The incumbent reports work progress and status to the appropriate management authority, however, completed work is typically accepted without change. Recommendations for new projects and alteration of objectives are evaluated for considerations such as the availability of funds and resources. GUIDELINES Guidelines include the project charter, District IT strategies, and IT standards as defined by the Office of the Chief Technology Officer. District and Federal government laws and regulations and Office of the Chief Technology Officer policies and procedures. The incumbent uses sound judgment, ingenuity, and discretion in determining intent, and in interpreting and revising existing policy and regulatory guidance for use by others within or outside the assigned organization and adapting and developing new criteria and approaches. COMPLEXITY The work demands extensive technical guidance and leadership capabilities related to performing many different project management methods/techniques. They include among other things development of project plans, review and approval of technical requirements, testing, documentation, development and maintenance, and security certification aspects. SCOPE AND EFFECT The work primarily involves serving as an authoritative technical expert and liaison to management on highly complex IT issues; and as a lead project manager in assignments such as the completion of Software Development Cycle processes related to development and maintenance of a large and complex web based system in a DCDMV domain. As a technical authority, the incumbent’s recommendations can have a critical impact on the efficiency and effectiveness of operations. PERSONAL CONTACTS Contacts are primarily with staff members of DCDMV, Office of Chief Technology Officer, IT personnel from various government agencies and vendors and other project related personnel as required. PURPOSE OF CONTACTS The purpose of contacts is to obtain and exchange technical IT information, to provide guidance and expertise regarding concerns such as the development and interpretation of policies, procedures, and strategies; project management issues, persuading/influencing others to accept recommendations for new methods and criteria to resolve unyielding IT concerns, etc. Education and Experience Individuals must possess a bachelor’s degree (or higher) in Computer Science or equivalent field of study or experience as defined in the Information Technology qualification standard (2210 series). Specialized experience is work that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: experience in troubleshooting and resolving advanced complex software applications problems, evaluating and reporting on new tools and trends in the field; team designing, developing, testing, and implementing software such as documenting customer business rules; developing flow diagram; and/or testing and debugging programs according to detailed requirements; experience troubleshooting, building complex Web applications; or similar IT work experience. It is desirable individual possess: A bachelor’s degree (or higher) in Computer Science or equivalent field of study or a minimum of 11 to 15 (years) of work related IT work; or an equivalent combination of education and/or experience which exhibits the ability to perform satisfactorily in the position. A minimum of 11 years IT project management experience in setting up of a large IT solution and/or migration of the existing legacy systems to futuristic web-based solution is essential for the position. A minimum of 3-5 years of IT development experience leading, building and enhancing complex Web-based applications Technical experience in .NET, Java and other advanced web-based projects is highly desirable. Licensure/Certification: An active PMP certification is required for this position
