Job Title: Project Manager

Place of Performance: 700 N 10th Street, Sacramento, California
Period of Performance: Three base years plus one optional year.
Scope of Work:
The Project Manager should manage and develop status reports, gap analyses, risk analyses and mitigation recommendations, schedules, change control and quality assurance documents. He should conduct analytical studies, feasibility studies, cost-benefit analyses, or other research; evaluate, monitor, or ensure compliance with laws, regulations, policies, standards, or procedures. The Project Manager should facilitate meetings, manage team dynamics, resolve conflicts, and conduct stakeholder communications and advise the Lottery on project related matters, collaborate with the Lottery and its designees to achieve desired results. He should lead medium to large complex project efforts and develop accurate, comprehensive project management deliverables using Microsoft Word, Excel, PowerPoint, Outlook, Visio, and Project. He should demonstrate strong interpersonal, oral, and written communication skills including telephone, presentation skills, strong information technology knowledge, demonstrate expertise developing Waterfall and Agile project plans and work a flexible schedule when needed which may include evenings and weekends.
Qualifications:

A minimum of five (5) years of broad, extensive, and increasingly responsible Project Manager project experience applying project management principles, methods, techniques, and tools.

At least three (3) years of that experience must have been in a lead capacity.

A minimum of five (5) years of experience providing diverse technical and management services to government agencies.

A minimum of five (5) years of team building, knowledge transfer, and/or mentoring experience.

A minimum of five (5) years of experience leading and facilitating team meetings.

A minimum of two (2) years' experience in the following:

Schedule management and Microsoft (MS)
-
Project
-
Risk and issue management
-
Stakeholder management
-
Scope and change management
-
Business process review and gap analysis
-
Consulting experience for a project worth at least $2M

Bachelor's degree from an accredited University.

Additional qualifying experience may be substituted for the required education on a year-for-year basis.

Four (4) years of experience can be substituted for a Bachelor's Degree.

Current Project Management Professional (PMP)certification issued by the Project Management Institute (PMI).

The PMP certification is required and may not be substituted with additional experience.
