Once OPS staff are required to return to the office, the resource under this request will be required to work onsite as well. Responsibilities/Assignment Deliverables: -Develop strategy and approach for the projects and programs and provide strategic guidance through best practices -Develop plans for various project/program phases -Preparing Business Case for the proposed process -Prepare Procurement Business Case presentation for Senior Management to obtain endorsement and approval -Provide leadership for completing cluster and corporate architecture checkpoints -Builds positive relationships by developing an understanding of business and deliverable needs -Liaises with staff at all levels of MTO and OPS in general -Reviewing current practices and process -Subject matter expertise during the procurement as well providing highly expert technical assistance. -Identifying opportunities and options and complete Cost/Benefit analysis -Anticipates and resolves problems to ensure that the deliverables are completed within budget, to the highest quality, meeting or exceeding expectations -Support Business Request for Proposal (RFP) Skill Set Requirements: -Experience in the creation of project and program level documentation -Experience in the preparation of Business Cases and Request for Services -Experienced with the following computing environments: - Database: Oracle - Operating Platforms: Unix (Solaris, AIX, Linux), Windows (Server) - Web/Application Servers: WebLogic, Microsoft IIS - Mainframe applications -Demonstrated knowledge and experience with I&IT Project management frameworks -Experience with the use of tools for the creation, distribution and maintenance of project documentation -Experience with completing cost benefit analysis -Excellent verbal and written communication skills; presentation skills; and interpersonal skills at the senior management level -Experience with building positive relationships by developing an understanding of business and deliverable needs -Ability to liaise with team and staff at various level -Demonstrated ability in ensuring technical correspondence is easy to understand for technical, and non-technical readers -Demonstrated experience with problem-solving and troubleshooting documents -Experience in working in accordance with policies and procedures of Ontario Public Service -10+ years of experience in the creation of project documentation -Demonstrated experience and knowledge of project and program management concepts which includes writing clear, concise sentences to explain difficult concepts -Experience with recommending revisions or changes in scope, format, content, and methods of reproduction for published material, existing guides, documentation and framework - Experience with communicating and collaborating with team members through information gathering, content reviews, meetings, status reports, etc. Skills Experience and Skill Set Requirements Evaluation Criteria Project Manager, Level 3 Project Management and technical documentation - 20% - 10+ years of project management on enterprise projects including managing scope, risk, resources, schedules and costs - 10+ years of experience in the creation of project documentation - Experience with recommending revisions or changes in scope, format, content, and methods of reproduction for published material, existing guides, documentation and framework Knowledge of procurement processes - 15% - Experience in the creation of project and program level documentation - Experience in the preparation of Business Cases and Request for Services - Demonstrated experience in managing large procurements and developing procurement business case Technical Knowledge - 15% - Demonstrated knowledge and experience with I&IT Project management frameworks - Demonstrated knowledge and experience with the following computing environments: - Oracle Database, Unix (Solaris, AIX, Linux) and Windows (Server) Operating Platforms, WebLogic and Microsoft IIS Web/Application Servers and Mainframe applications Communication Skills - 20% - Excellent verbal and written communication skills;
