POSITION DESCRIPTION

Location: Washington, DC 20003
Immediate interviews – Either Webcam or In Person
Please note that this position is HYBRID, 1 to 3 days onsite and rest REMOTE per week.
Develop project plans and manage project for a technology innovation challenge (up to $500K) and multi-year deployment neighborhood-scale demonstration pilot projects (up to $15M).
- Establish a multi-phase communications plan and stakeholder outreach plan.
- Conduct leadership and partner engagement
- Establish a plan for addressing digital equity and inclusion efforts that will complement this initiative.
- Design and prepare Challenge setup and coordinate launch.
- Develop plan for participant technical coaching and teaming guidance.
- Develop fair and transparent evaluation process.
- Develop detailed project plan requirements for demonstration projects and criteria for evaluating and monitoring project progress.
- Shepherd selected demonstration pilot teams through Client’s grant agreement process and manage pilot team grants.
- Manage pilot projects; coordinate with Client’s communications; regularly brief leadership; lead presentations, develop financial reports, report on project performance progress.
Skill Requirements:
EXPERIENCE/KNOWLEDGE/SKILLS:
- Strong communication skills both verbally and in-writing. A writing sample may be required.
- Experience in running technology innovation challenges.
- Experience in managing multi-year broadband infrastructure projects.
- Experience in overseeing federal grant funded technology projects, reporting, maintaining compliance.
- Experience in effectively briefing and reporting to senior executives.
- Understanding of current and new wire and wireless technologies.
MINIMUM QUALIFICATIONS:
- Bachelor of Science degree from an accredited college or university in geography, engineering (mechanical, electrical, civil) or another technical field.
- Fifteen (15) or more years of public project management experience (at the city, state, regional, or federal level) including a progressively responsible nature.
- Strong organizational and time management skills.
- Possess a sense of urgency and individual responsibility to work effectively with changing priorities.
- Maintain high degree of personal and professional ethics at all times.
PREFERRED QUALIFICATIONS:
• Project management certifications (e.g., “Certified Project Management Professional” per Project Management Institute) are desirable, but not strictly required.
• Master of Science degree from an accredited college or university in geography, science, engineering, or information technology.
• Professional experience related to the broadband or telecommunications industry.
• DC-specific experience in working telecommunications infrastructure projects.
