Job Description:
The Senior Project Manager 2 position performs advanced (senior level) Information Technology (IT) project and portfolio management activities. Work involves establishing and operating uniform principles, practices and processes for complex IT infrastructure and cybersecurity projects system-wide; establishing the strategic IT system modernization portfolio plan for the IT area; coordinating the planning and initiation of a portfolio of projects at various levels of completion; monitoring the progress, budgets, and schedules of portfolios; and communicating with portfolio and project stakeholders, management, and other relevant parties. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Individual will provide the appropriate project guidance necessary to ensure projects are implemented in accordance with applicable federal, state and OAG policies, standards and guidelines; plans, develops, and approves schedule, priorities, and standards for achieving goals; Manages and reviews budget expenditures to ensure allocated budget is not exceeded and remains in accordance with applicable laws, policies, and procedures. Develops goals and objectives consistent with the OAG System and agency strategic plan; communicates decisions and instructions to executive management, data owners, and end users to minimize disruption to business operations; works in coordination with the OAG IT leadership team to identify and resolve data, infrastructure or cybersecurity related issues in a timely manner.
CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:
Years Required/Preferred Experience
10 Required Experience developing detailed work plans, roadmaps, schedules, project estimates, resource plans, and status reports
10 Required Excellent verbal and written presentation skills with the ability to communicate at all organizational levels
10 Required Experience building strategy based on vision and goals, turning a strategy into executable plans
10 Required Experience in program and/or portfolio management driving highly visible and complex projects
10 Required Experience managing large scale IT projects through implementation using various SDLC models such as Waterfall and Agile
10 Required Experience providing technical analysis, guidance, and directing action on the solutioning of roadblocks in order to meet resolution timing commitments
10 Required Experience managing various levels of risks and issues as well as their resolution or mitigation strategies through appropriate metrics
10 Required Experience implementing IT project management best practices
10 Required Advanced knowledge of business applications such as Microsoft Word, Excel, Project and Visio
10 Required Ability to establish and always maintain effective and professional working relationships with others in the course and scope of conducting business
10 Required Support and help manage the day-to-day activities of the Technology Infrastructure, including project delivery governance, financial management, and process adherence
10 Required Experience developing and/or enhancing technology methodology and standard practices, processes and tools with a focus on industry best practices to improve efficiency
10 Required Able to think clearly, analyze quantitatively, problem-solve, scope technical requirements and prioritize tasks
10 Required Experience managing large scale IT projects through implementation using various SDLC models such as Waterfall and Agile
Preferred:
5 Preferred Experience with state or federal government, or complex private sector organization
2 Preferred Experience managing and developing Cybersecurity projects
2 Preferred Experience defining security architectures and ability to provide customized architecture solutions to meet challenging business needs
2 Preferred Experience managing large, complex IT infrastructure projects
1 Preferred Project Management Professional (PMP) certification
