BACKGROUND/PROBLEM STATEMENT Contract support is needed to augment work performed by state staff who support the Database Application for Vital events (DAVE) , Local Registrar, Fetal Death applications , EVVE, PA VR Inquiry applications and the implementation of the PA VRMS system RESOURCES Office space for contractor will be provided by the HHSDC at 2150 Herr St, Harrisburg, PA 17103. In addition, the HHSDC will supply all necessary hardware, software, network connection, phone for daily use as needed to complete assigned work items. Due to the current Global Pandemic the selected resource must be capable of and willing to telework and travel to the official work location as needed. OBJECTIVES OF ENGAGEMENT The primary objective of this engagement is for the candidate to provide the ongoing technical maintenance and support of the DAVE system, Local Registrar Reconciliation System , fetal Death system, EVVE, PA VR Inquiry for BHSR. The candidate will also support the implementation and migration from DAVE to PA VRMS. • Provide technical support for all Vital Records applications. • Actively engage with the project teams focused on the migration from DAVE to PA VRMS and online storefront. • Support od COVID-19 reporting and data extract from DAVE. OPERATIONAL REQUIREMENTS This position is responsible for completing the work assignments related to the ongoing maintenance and support of the DAVE system, Local Registrar Reconciliation System , Fetal Death, EVVE , PA VR Inquiry systems for BHSR. The work includes analysis, design, development, implementation, maintenance , testing , data extraction, reporting of all applications supporting Division of Vital records and Division of Statistical Registries. The contractor will be required to: • Understand the DAVE architecture model. • Assists in application deployments as needed. • Incumbent shall use industry best practices and object-oriented techniques during all phases of development and will perform code review of other developers, thus knowledge in this development languages is essential to this job. • Meets regularly with the application team to establish work assignments, project scheduling, research projects. • Supports implementation and migration to PA VRMS and provide support post implementation. • Assists in developing and maintaining technical documentation, assists the application development team in the HHSDC established “best practices” with to coding, documenting, unit testing and integration of new and changed code. • Adheres to the Bureau’s Project Management Office and SDLC methods and procedures. The incumbent shall perform business analysis and project management tasks as needed by the PA-NEDSS /PA-ELR team lead. CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS • The incumbent should be proficient using Microsoft Visual Studio and Microsoft SQL Server Management Studio. The incumbent must also have experience working with ASP.net, VB.net, JavaScript, XML, SQL Server Databases, SSIS, SSRS, Web Services, IIS, HTML, Microsoft Access and Crystal Reports. Familiarity with Azure Dev Ops and SharePoint is also required for this position. • Experience developing analytical databases using SQL Server Analysis Services. • Experience developing relational databases using SQL Server. • Experience developing reports using SQL Server Reporting Services. • Ability to present ideas (including complex data) to a varied audience effectively, both orally and in writing. • Ability to learn and develop expertise in proprietary software and agency database systems. • Ability to balance work between multiple projects and possess good organizational skills. • Ability to work collaboratively and effectively with colleagues, and as a member of a team.
