Minimum Qualifications:
Bachelor's Degree in Information Technology, Information Systems, Computer Science or a related field required; supplemented by seven years of service management and/or technical operations experience as well as five years of managerial or supervisory experience (preferably managing multiple units/teams) and/or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
 
Purpose of Classification:
The purpose of the Chief Technology Officer is to manage the Support, Technical Operations, Service Integration teams and the day-to-day performance and operations of the live environment. Additional responsibilities may include ensuring that the IT organization is operating according to pre-defined processes, standards, and policies, Service Level Agreements, Operations Level Agreements and tracks compliance through the analysis and monitoring of performance metrics implemented and collected to the incumbent's specific division.  Operates with a keen focus on transparency, operational efficiency and quality in service delivery.

Essential Functions:

Provides executive leadership and management to the Service Desk, Data Center, Network, Telecom, Servers, Storage, Desktop Management, Audiovisual units.  Manages, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

The Chief Technology Officer is expected to have leadership skills, demonstrating the importance of good decision making and strategic discipline through example;  managerial skills are necessary to succeed in this job; the CTO must possess excellent communication skills and knowledge of coaching and performance measurement to ensure that the IT organization is at par with departmental KPIs.
CTO will additionally evaluate and develop technology strategies, road maps, and technology investment strategies that align technology with the business priorities of the County; communicate the company's technology strategy to partners, management, investment council and employees; assist with the recruitment, retention, acquisition and sales efforts of the company. Build relationships with vendors, communities and customers.
 
Leads technology governance discussions; communicate the company's technology infrastructure, network, platforms and telephony strategy to CIO, department heads, elected officials, county leadership and other employees, assist with the recruitment, retention,  staff development , university recruiting, intern and capstone student development. Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

Ensures adherence to all standards, processes, and policies for all security-related activities; Ensures that all defined security polices and standards are up-to-date, published via a centralized platform, and are easily accessible by all IT resources and users of IT services; Ensures that the proper tools and technologies are in place to properly monitor the security of Fulton County assets, technology and data, and maintain the continuity of business operations; Ensures that predefined security metrics and security policies are adhered to and works Security team or impacted Departments to respond to and resolve security incidents. Serves as the point of escalation, review, and approval for key issues and decisions for all Service Desk and Technical Operations teams; Ensures that all IT assets (network, infrastructure, data, applications, hardware) are properly secured and the processes in place to manage their security are up-to-date and adhered to; Promotes collaboration between Service Management and Operations teams to ensure that teams remain  informed of new policies, services, security protocols and operational events; Assist in the management of the department by being an active member of the management team and governance committees.

Verifies service operations against stated Service Level Agreements and Operational Level Agreements; Oversees the stability and performance of the live technical environments on a day to day basis; Ensures that a single source of consistent information on all IT services is delivered to the business and is effectively maintained; Reviews current performance of services and components in the enterprise IT environment and ensures IT capacity meets business needs. Assist in developing and administering the departmental budget: forecasts funding needs for staffing, equipment, materials, supplies, procurement and contracting while monitoring expenditures to ensure compliance with approved budget.
 
Monitors and evaluates divisional contracts, services and operations; makes recommendations regarding operational needs; assists in developing and implementing divisional goals and objectives; reviews technical standards, operating practices, and procedures; implements changes for improved operational efficiency; identifies strategic initiatives; develops operational work plans; and assigns projects to management staff. Develops and implements standards, policies and procedures: maintains written standards for the management of data and work processes; documents and reviews procedures for the maintenance of specific datasets; establishes and enforces best practices; consults with other managers in design of procedures and standards.

Makes recommendations regarding divisional budget: monitors expenditures to ensure compliance with approved budget.
Maintains an awareness of new applications, technologies, technical methods, trends, and advances in the profession: reviews professional publications, technical manuals, and web sites to increase industry related knowledge in the IT field; attends conferences, workshops, and training sessions as appropriate.
