The Senior Business Subject Matter Expert (SME) brings 15+ years of proven experience from related businesses or organizations as well as system integration and technology experience. They consult with the client to define needs or problems, conduct research, perform studies and surveys to obtain data, and analyze problems to advise and make recommendations on business and technical solutions based on hands-on experience solving similar business problems. They can utilize knowledge of theory, principles, or technology of specific discipline or field of specialization. In this role, the SME will be operating in the role of an Enterprise Architect (EA). The Enterprise Architect is responsible for working with the Business Subject Matter Experts, business owners, senior technical staff and the PMO to define the technical implementation for requests received through the Intake Process defined for the CEDC. The EA, in this role will be responsible for coordinating the technical definition for the solutions that will be presented to the business for the solution to the business problem that has been presented to the CEDC technical team. This solution will contain the high-level technical solution, the assumptions that have been made about the solution and a high-level estimate for the completion of the solution. The EA will coordinate with the Tech Lead assigned to the project to provide the required deliverables. In this role the individual performing this role will also be responsible for leading the Tech Lead team. The Tech Lead team, within the CEDC, is responsible for establishing and enforcing technical standards and compliance. The individual performing this role will be responsible for the oversight and management of the Tech Lead team. The primary job duties for this role include: • Leadership over the Enterprise Architects, Solution Architects, and technical leads • Create high level solution architecture and estimates for business proposals • Create architectural roadmaps for our agency customers • Project oversite to ensure high level architecture is adhered to • Lead process improvements and auditing of development practices • Defines and ensures compliance with the future state architecture of the CEDC. • Works with each of the IT leaders in the CEDC (CIO, CTO & CISO) to ensure that the technical environment is in alignment with the architecture direction of the CEDC. • Works with the business users and technical team to recommend technical solutions that adhere to the architecture vision of the CEDC while providing streamlined, easy to use solutions for the business. • Works with OA and other delivery centers to share ideas and technical solutions that are mutually beneficial to all parties. • Leads the Architect team, ensures that technical standards are defined and reviewed on a periodic basis. • Ensures that design reviews are being conducted for CEDC project work. • Guides executive-level stakeholders based on industry standards related to specific discipline or field of specialization. • Requires specific expertise in related technical fields or area of specialization. • Conducts detailed audits and analysis to identify obstacles and suggests recommended solutions. • Requires extensive experience providing consulting services to governmental entities related to specific technologies or field of specialization. • Provides mentoring and guidance to agency personnel and leadership. • Consults with executive-level stakeholders to define business need or problem; conducts research, performs studies and surveys to obtain data; and analyzes problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization. • Requires knowledge in computer programming and other related technical fields as well as extensive experience in a business or industry subject matter. • Conducts study or survey on need or problem to obtain data required for solution. • Analyzes data to determine solution, such as installation of alternate methods and procedures, changes in processing methods and practices, modification of machines or equipment, or redesign of products or services. • Advises client or department heads on alternate methods of solving need or problem or recommends specific solution. • Requires experience providing consulting services to governmental entities. • May be designated according to field of business and technical specialization. Skills Required: • Architectural analysis and design • Excellent communication skills • Experience with business proposals, architectural design and providing development estimates • Microsoft technologies including .Net, SQLServer, PowerApps and other related technologies • Service Oriented Architecture concepts • Experience with technical integration of disparate systems • Experience leading technical teams and development standards and procedures Skills Desired • Design for Java and Oracle technologies • Exposure to SharePoint, Power BI
