DESCRIPTION OF SERVICES:
WORKER SKILLS AND QUALIFICATIONS 
1. Performs advanced business analysis work. Leads and facilitates the service-request lifecycle process via customer-related service requests, business requirements analysis, documentation of business workflows, solicitation of requirements, business requirements peer reviews, technical specifications related to enterprise software products and configuration items (CIs) for Software Asset Management (SAM). 
2. Acts as liaison between technical and non-technical customers. Documents clear, detailed, and thorough system specifications from simple to complex requests. Ideas are expressed clearly and concisely, both written and verbally, and to address audiences effectively. (30%)
3. Collaborates with Project Managers, Program SMEs, Budget staff, IT Contract Managers and technical staff to perform analysis, and planning during Software Asset Management discovery and analysis sessions. 
4. Participates on project teams in the delivery of SAM operational outputs and processes and through the analysis and documentation of business processes, requirements and specifications. Promotes productivity and efficiency by studying current practices, helps customers analyze complex technical and managerial processes, identify inefficiencies, and assist customers to realize business value. 

Minimum (Required) 
HHSC Software Asset Management (SAM) team is seeking a skilled Business Analyst who meets the qualifications identified below to assist with the SAM teams ongoing operational activities and related tasks. The two Business Analyst interview candidates will bring the following attributes/knowledge/skills and abilities:

CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:

7    Required    High level of interpersonal skills to work effectively with varied and challenging stakeholders while motivating agency staff to elicit work outputs on short deadlines.
7    Required    Demonstrated experience in building and tracking the Requirements Traceability Matrix using excel.
6    Required    Ability to analyze and document a variety of work processes, logical relationship and associated information flows using Visio and PowerPoint and other tools.
6    Required    Demonstrated experience in business analysis, business process mapping, requirements gathering and requirements documentation using Lean methodologies, principles and templates for complex enterprise systems involving multiple data center and infrastructu
5    Required    Experience with Software Asset Management systems/ processes, including server-side license compliance.
5    Required    Ability to review, comprehend and accurately interpret complex contractual obligations related to enterprise software asset management.
4    Required    Ability to craft reports regarding information to facilitate Software Asset Management efforts in completing periodic true-ups of enterprise server-side software assets.
4    Required    Demonstrated experience in data analysis and in analyzing of raw software configuration item (CI’s) data (software product, license dates, host name, use of pivot tables and/or power queries.
4    Required    Knowledge and understanding of Software asset management discovery/repository tools, such as SNOW, ServiceNow, Remedy.
2    Required    Ability to develop and maintain a training manual of all written/unwritten Software Asset Management roles and responsibilities, processes, and workflows, and procedures.
2    Required    Ability to develop and maintain a process guide of all written/unwritten Software Asset Management roles and responsibilities, processes, and workflows, procedures per each software contract terms.
2    Required    Provide knowledge transfer sessions on software asset management processes and procedures to various stakeholders.
2    Required    Ability to craft reports regarding information to facilitate Software Asset Management on server-side software assets.
1    Required    Demonstrated ability to communicate and effectively work remotely with multiple stakeholders using MS Teams.
4    Preferred    Knowledge and understanding of Information Technology software product industry trends, server-side installations of enterprise software, and method to calculate software products counts/license counts
2    Preferred    Knowledge of architectural design concepts, principles, and enterprise software tools relevant to infrastructure, enterprise software products, robust enterprise applications.
2    Preferred    Knowledge of tools, techniques and good practices for protecting the integrity of corporate data and associated processing, company technology practices, standards and procedures.
2    Preferred    Familiarity with HHSC enterprise IT operations is a plus.
