Business Analyst Consultant

100% Remote, Madison, WI

Position Summary:

This position is responsible for implementing, maintaining, and configuring projects related to the support of the DOC’s Health and Behavior Solutions Electronic Medical Record (EMR). This position serves as a member of the of the EMR Core Team staff, which includes Department employees from the Bureau of Health Services, the Bureau of Technology Management, the EMR Project Office, staff from the other program divisions, and the EMR private vendor. This position works closely with the BHS nursing group to help identify areas of optimization and improved business processes for nursing workflows within the EMR. This position will also execute build and testing required for the delivery of effective EMR optimizations and upgrades. This position supports ancillary systems required for nursing workflows, including state lab systems, and will work directly with multiple private vendors to troubleshoot as needed.

Job Details:

Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DOC sponsorship) at the time of application. The Department of Corrections will conduct criminal background checks on applicants prior to selection to determine whether the circumstances of any conviction may be related to the job being filled. Upon hire, all new DOC employees are subject to fingerprinting.
The Department of Corrections may conduct pre-employment drug screens. Any applicant who is offered employment in a position which requires a pre-employment drug screen must pass the screen as a contingency to employment. Applicants who fail or refuse the drug screen will not be given further consideration for employment.

Qualifications

Minimally qualified applicants will have experience:

·  Maintaining Electronic Medical Records (EMR) software and/or vendor managed software, performing activities such as maintenance, upgrades, and configurations.

·  Communicating software configuration with external clinical stakeholders (nurses, nursing assistants, chief nursing officers, physicians, etc.).

·  Working with external stakeholders to identify process improvements and optimizations.

In addition to the above, well qualified applicants will have experience: 

·  Working in government or correctional environment.

·  Existing knowledge of nursing workflows.

·  Experience with HL7.

Top Skills & Years of Experience:

·  5 or more years implementing, supporting, and/or configuring Electronic Medical Record (EMR) software

·  Experience supporting external stakeholders and clinicians in a customer-facing role.

·  Knowledge of EMR workflows preferred.

Nice to have skills:

·  Familiarity with clinical needs in the Corrections environment.

·   Experience with the Cerner Electronic Medical Record.  

Interview Process:

·  Microsoft Teams, 45 minutes for the interview and 15 minutes for panel review.

Duration:

·  6/30/23 with possibility of extension.

Local candidates or willing to relocate at the candidate's expense.  Candidates have flexibility for up to 100% telecommuting, preferred the candidate resides in the state of Wisconsin.

Additional Details:

Reviews, analyzes, and evaluates business systems and user needs for DOC’s Electronic Medical Record (EMR) software. Formulates systems to parallel overall business strategies. Experienced with EMRs/EHRs, their configuration, business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with clinical needs in the Corrections environment, industry standards, current and emerging technologies, and business process mapping, and reengineering. Business Analyst/Consultant capabilities with 5 or more years of experience in the field or in a related area. Relies on experience and judgment to plan and accomplish goals. Independently performs a variety of complicated tasks. A wide degree of creativity and latitude is expected
