Job Description :
We are looking for a Full-time contractor or employee for a Business Analyst role.
The Health and Human Services Commission (HHSC) Claims Management Division (CMD) is responsible for overseeing the Electronic Visit Verification (EVV) Program. EVV is a computer-based system used to document Medicaid service delivery visits by electronically recording the precise time a service delivery visit begins and ends. Texas requires EVV for certain Medicaid funded home and community-based services provided through HHSC and managed care organizations (MCOs). HHSC provides state-funded EVV systems and also allows for Medicaid providers to use their own EVV system if it meets applicable business rules and technical requirements. 
 
This Worker will provide complex business analysis work and support for the EVV Program on initiatives such as: 
 
·        Leading EVV system enhancement projects as an agile product owner;
·        EVV system readiness reviews to confirm provider-operated systems meet applicable requirements; 
·        development and implementation of business rules for the state-funded and provider-operated EVV systems; 
·        elicitation and documentation of business requirements, test cases, process flows, and operational procedures; and 
·        other projects as assigned. 
 
The Worker will have considerable latitude to use their experience and judgment to ensure successful completion of their assigned tasks. The analyst will be able to multi-task, analyze priorities, communicate clearly, and assist with functional and technical issues impacting EVV providers. The analyst will be responsible for communicating with multiple internal/external stakeholders, contractors, technical, program, and TMHP staff. The analyst will participate in meetings, track EVV deliverables and schedules, and alert management of any issues that may impact providers.
 
The services to be provided include, but are not limited to, the following:
 
A.  Analyzes and writes business requirements according to business specifications.
B.  Works with Program Area staff to analyze and document business processes and requirements.
C.  Analyzes and reviews complex deliverables such as project charters, business user requirements, design documentation, test plans, and risk assessment plans to ensure business requirements are met.
D.  Analyzes program policies, procedures, and initiatives to determine the impact on business systems and functional areas.
E.  Develops and maintains test cases for system and user acceptance testing.
F.   Reviews, analyzes, and executes test cases with a formal testing tool.
G.  Tracks, documents, and reports the status of testing.
H.  Evaluates proposed test strategies to ensure appropriate test coverage.
I.   Creates use case scenarios, test plans, and exit criteria that accurately map back to the documented business requirements or user stories.
J.   Performs meeting and/or presentation preparation tasks as needed (e.g., provide agendas, pre-meeting materials, follow-up notes, post-meeting materials, assignment follow-up, and related activities).
K.  Identifies potential project risks and issues and develops mitigation strategies.
L.   Serves as the Product Owner for an Agile team. 
M. Organizes and manages work on internal projects as assigned.
N.  Participates in work groups, special projects, documentation, and training.
O.  Screens and evaluates user requests for assistance and troubleshooting issues
P.   Other duties as assigned.

CANDIDATE SKILLS AND QUALIFICATIONS(Required):
  • Experience in effective general written/oral communication, including documenting requirements, deliverables, test scenarios and project status.
  • Experience utilizing analysis skills and interacting with business end users and technical staff.
  • Ability to interact with a diverse level of staff to exchange and/or extract information.
  • Experience with business analysis related to documenting and validating business requirements and business processes.
  • Experience performing review and approval processes of complex technical user and system requirements written by vendors.
  • Experience developing and executing detailed test cases within a complex software environment.
  • Experience using quality management software such as Quality Center.
  • Experience managing and developing test strategies.
  • Experience formulating use case scenarios, creating test plans and exit criteria, and performing application testing.
  • Experience with Microsoft Office products (e.g., Word, Excel, Project, etc.).
  • Experience utilizing the Agile methodology for software development.
  • Experience as an Agile Product Owner.
  • Experience working in a team environment.

Skills(Preferred):
  • Experience with Medicaid “electronic visit verification” or timekeeping systems.
  • Experience with Medicaid Long-term Care programs, managed care organizations, or Texas Medicaid and Healthcare Partnership.
  • Experience with Texas State Government processes, policies, and procedures.
  • Knowledge of IT environments in Texas State Government Services.
