Job Description :

Contractor Responsibilities.

Applications Development Analyst Task List. The Contractor’s Representative shall perform the following tasks, as necessary, to complete work assigned by the Department’s Contract Manager:

1.     Develop n-Tier Microsoft.Net web applications using C#.Net and Visual Studio

2.     Write necessary stored procedures for databases.

3.     Work within or lead a development team or user team during software development.

4.     Perform unit and system testing to ensure system conforms to detailed requirement specifications.

5.     Develop test scripts to support unit testing.

6.     Work with business users to develop test plans to support user testing.

7.     Work with the OIT and the Department’s Division of Workers Compensation to gather business requirements for software implementation. 

8.     Provide maintenance and support for the Department’s applications. 

9.     Provide project leadership as directed by the Department’s Contract Manager. 

10.  Write and provide application and project technical documentation.

11.  Write and develop code in Microsoft Team Foundation Server (TFS) with comments and versioning control.

12.  Mentor Department staff in .Net development skills. 

13.  Ensure that the Department’s Service Delivery Framework is followed during the performance of tasks. 

14.  Provide implementation support for applications and system analysis, design, and programming support. 

15.  Transfer to OIT staff the knowledge necessary to maintain applications, including technical knowledge related to the system(s). 

 

Qualification Requirements for Contractor Representative.  

Professional Qualification Requirements. The mandatory and preferred professional qualification requirements for the Contractor Representative, to be provided by the Contractor, are found in Attachment 3, Skills Matrix. The Contractor represents that the mandatory and preferred qualification, provided in its Response, represents the knowledge, skills, and abilities of the Contractor Representative and the minimum qualifications for any subsequent Contractor Representative provided by the Contractor to perform these services.  The Department will use the mandatory and preferred qualifications provided in the Contractor’s Response to complete the Attachment 3, Skills Matrix, which is incorporated herein by reference.

Educational Requirements. The Contractor Representative, and any subsequent Contractor Representative provided by the Contractor, must possess, at a minimum:

Applications Development Analyst, Job# 1250 - a bachelor's degree in one of the computer science fields or in management information systems, or four (4) years of work experience in IT, systems analysis, management analysis, program planning, program research, or program evaluation.
