CANDIDATE SKILLS AND QUALIFICATIONSMinimum Requirements:Years Required/Preferred Experience7 Required Extensive knowledge of the Agile Development Methodology with knowledge and experience applying Agile practices and principles including Scrum and/or Kanban including demonstrated ability to inspect and adapt Agile practices to various situations.7 Required Experience developing functional specifications and documenting functional designs for large projects.7 Required Experience in project management including Agile and other SDLC methodologies plus knowledge of software development methodologies, testing, design, and implementations5 Required Experience as a Scrum Master on large projects including: • Experience performing Scrum Ceremonies (Planning, Standups, Reviews, Retrospectives) • Experience with backlog refinement • Experience creating burndown charts and reporting to management3 Required Knowledge of facilitation techniques and experience using them in work groups3 Required Experience and hands on knowledge of concepts, practices, and procedures related to procurement and contract systems of large organizations1 Required Agile Scrum Master Certification3 Preferred Experience with Texas procurement and contract guidelines (Texas Project Delivery Framework)3 Preferred Proficient with Jira and Confluence3 Preferred Experience Texas CPA Systems2 Preferred CAPPS Financials or HR Knowledge or Experience2 Preferred Proficient with the Microsoft Office products, including TEAMs, Microsoft Project, Word, Visio, Excel, and PowerPoint1 Preferred Certified Texas Contract Developer (CTCD) Certification1 Preferred Project Manager Professional (PMP) Certification
