Summary:

Leads activities to develop, document and maintain architectures, requirements, algorithms, interfaces and designs for software systems.

Essential Responsibilities:

Leads the development, documentation and maintenance of software architectures in order to meet customer, functional, and/or regulatory requirements, quality objectives, and constraints specific to the applicable domain and available technology. Ensures application of best practices. Mentors less experienced employees.

Provides technical leadership for project management including schedules, plans, and estimates. Prioritizes tasks and lead reviews. Assists project managers with risk management and progress reviews. Develops corrective action plans.

Develops Computer Software Component (CSC) software requirements and algorithms. Defines external interfaces. Leads Computer Software Unit requirements trade studies. Performs CSC requirements change assessment. Supports requirements team lead in negotiating CSCI interfaces and requirements.

Leads supplier/subcontract management team. Ensures application of best practices. Reviews statements of work, conducts estimates and manages risks. Translates contract requirements into work requirements, processes and tasks. Contacts suppliers and subcontractors to exchange technical data and to discuss project performance. Manages customer and supplier relationships. Participates in the development of fundamental approaches to projects and requirements for implementation.

Leads development, maintenance, and unit tests for a software Computer Software Configuration Item (CSCI) by utilizing software development environments and programming languages in order to implement design and satisfy allocated requirements. Leads code walkthroughs.

Develops/decomposes, documents and maintains designs for a software Computer Software Component (CSC) consistent with the defined architecture and requirements/regulations by applying established methods and practices. Participates in internal and external design reviews.

Leads integration/test efforts of complex systems, applying comprehensive knowledge of system domain areas to resolve complex integration issues. Mentors less experienced team members performing defect investigations. Creates overall integration plans.

For all phases of the software life cycle: leads development, selection, tailoring and deployment of processes and tools; and utilizes regulations and industry standards. Leads process reviews.

Exercises considerable latitude in determining research directions. Leads proposal efforts for particular domain areas and technology transfers. Mentors less experienced engineers. Pursues new research opportunities with internal and external organizations.

Provides subject matter expertise on resolution of regulatory and domain operational and integration issues to customers, suppliers, application users, and other technical and support personnel. Supports issue resolution for specific software systems.

Knowledge: Applies extensive job practices, techniques, standards, principles, theories, and concepts. Has full knowledge of other related disciplines. Recognized as a job expert within the department/organization.

Problem Solving: Provides technical solutions to complex problems that require ingenuity and creativity.

Discretion: Exercises considerable latitude in determining technical objectives of assignment. Completed work is reviewed for desired results from a relatively long-term perspective.

Impact: Guides the successful completion of aspects of major programs and may function in a project leadership role. Erroneous decisions or recommendations may result in failure to achieve major organizational objectives.

Liaison: Represents the organization as the prime technical contact on contracts and projects. Interacts with senior external personnel on significant technical matters often requiring coordination between organizations.

Typical Education/Experience: Technical degree in a related field of study and typically 9 or more years'' related work experience or an equivalent combination of education and experience.
