Sr. Healthcare Data & Business Analyst

· Experience driving project implementations right from defining scope, requirements, till delivery
· Ability to manage project timelines and be the client facing point of contact
· Gather requirements from multiple stakeholders; identify and understand business needs; write Business Requirements documents and other business artifacts
· Serve as a liaison between business and IT to ensure the complex business requirements are accurately translated into simple technical specifications
· Develop reports on analysis, provide recommendations and makes formal presentations to communicate results to various management levels
· Communicate proposed technical solutions to business/stake holders
· Support all phases of the software development lifecycle (SDLC)
· Participating in business requirements gathering/analysis or design meetings with the Customer and capturing the meeting minutes, outcome/results to create artifacts for the project team and the Customer
· Creating business requirements documents working with the business users and maintaining requirements traceability matrix for change management
· Performing data analysis and support in validation of results or artifacts
· Review project planning, status, and supporting in addressing issues/risks proactively
· Collaborate with SME's to generate datasets meeting the use case requirements
· Prototype reports for customers and respond gracefully to changes in requirements
· Create mapping documents by analyzing the data and SQL queries
· Profile data and document System behavior, highlight discrepancies if any
· Assist and support Systems Integration testing and collaborate with developers to implement requirements
· Identify and document test cases based on requirements
· Able to successfully manage and complete multiple priorities and ensure availability to questions and clarifications from developers, other analysts.
· Analyze gaps between existing business processes and best practices to identify and recommend process improvements
· Ability to work closely with clients at various levels within the organization

Required:
· Bachelors or Advanced Degree in a related field such as Information Technology/Computer Science, Mathematics/Statistics, Analytics, Business Technology or in related field or equivalent experience.
· 8+ years of Healthcare data analysis experience supporting business initiatives through data analysis, writing business requirements and user acceptance testing of various systems
· Experience with JAD and Agile methodologies or SDLC and proven ability to facilitate project requirements gathering meetings/sessions, analyze, develop detailed specifications for reporting, and requirements traceability
· Recognize, gather, correlate, attention to details, and analyze facts, draw conclusions, define problems, and devise solutions and alternatives and make appropriate recommendations
· Experience in metadata management
· Experience with development of test data and test scenarios
· Experience in a governmental or quasi-governmental agency and/or Medicaid/Medicare/Healthcare environment
· Strong organization skills and ability to set priorities and schedule work deadlines

· BA Experience in a Data Warehouse project environment that include Teradata, SQL Assistant, Data Cleansing, Informatica, Business Objects OR similar environment
· Experience with JAD and Agile methodologies or SDLC and proven ability to facilitate project requirements gathering meetings/sessions, analyze, develop detailed specifications for reporting, and requirements traceability
· Recognize, gather, correlate, attention to details, and analyze facts, draw conclusions, define problems, and devise solutions and alternatives and make appropriate recommendations.
· Needs to be able to work independently and not rely on State or other team members. Ability to design applications taking into consideration data reconciliation (to the source system) query/reporting performance, and analytical business value.
· Experience supporting project management activities
· Excellent organizational, presentational skills, written and verbal communication skills with evidence of successfully working with a wide audience including technical and non-technical parties, end users, senior management and private sector vendors.
· Intermediate level of proficiency with PC based software programs and automated database management systems (Word, Excel, Access, PowerPoint)
Functional:
· Knowledge of health insurance, HMO and managed care principles including Medicaid and Medicare regulation.
· Understanding of FFS, Managed Care claims processes.
· Familiarity with Medicaid Eligibility and Enrollment.
· Sound grasp of Provider domain in terms of types, specialties, taxonomies etc.
Technical:
· Experience working with Medicare and Commercial paid claims data sets. Other applicable data sets include Census, Eligibility, and Membership data sets.
· Experience working with large data repositories and/or relational databases in a Data warehouse environment.
· Experience profiling data using tools like Informatica IDQ or complex SQL queries
· Solid experience with Structured Query Language (SQL) required. Ability to learn/adapt to new analytic toolsets (such as BO, Tableau) is a must.
· Expertise in MS Excel, with proficiency using formulas, PivotTables, linked worksheets, graphing and other reporting and presentation features.
· Ability to analyze data and apply investigative skills in resolving issues.
· Ability to produce clear, written operational instructions and supporting documentation.
· Knowledge of EDW and ETL processes is a nice to have.
