The purpose of this solicitation is to hire Application Development, Senior Programmer that will work as part of the Workers’ Compensation Administration System (WCAS) team and functions within the Rhode Island Department of Labor & Training division of Workers’ Compensation, and reporting to the Division of Information Technology.
This position will assist with the various projects in support WCAS programming and system architecture and supporting application project (new and existing This position will utilize his/her expertise to support, enhance, upgrade, and maintain the WCAS and supporting system architecture for the Workers’ Compensation division of Rhode Island Department of Labor & Training

TECHNICAL SKILL:
Bachelor’s Degree in Computer Science (preferred), or equivalent combination of education and experience
NET, JAVA, SharePoint, Web Services
Programming Expertise: JAVA, C++, C, C#, ASP.NET, .NET MVC Framework
Web Development: HTML, CSS, JavaScript, jQuery, Bootstrap
Database Expertise: SQL Server, MySQL, OnBase (desired)
Imaging: Hyland OnBase, Kofax, OnBase Workflow, Scheduler, Report Services, Workflow, OnBase API (C
Operating System Expertise: Windows, Linux
Development Tools Expertise: Visual Studio, SharePoint,
Data Migration: SQL Server Integration
Reporting Expertise: SQL Server Reporting Services, Power BI
Office Tools: MS Office, Office 365, Outlook, Visio, PowerPoint, Excel, Access, Windows Server 2012+, SQL Server 2014+
Developer expertise in an Imaging Environment, Content Management Systems, Reporting Servers, Right Fax Servers, Kofax KTM, and SRSS Reporting Servers.
Support of Document Capture Systems, Reporting Servers and integration with OnBase Systems
Knowledge and Development of batch workflow processes to digital formats and the migration into content management systems.
Expertise in Visual Studio using Framework on Windows Server 2012 (or higher)
Ability to work with end users to gather requirements and then conceptualize possible solutions
Knowledge of HP Blade Servers, VMWare, Virtual Server environments.
Partner with internal teams to ensure policies meet the needs and goals across the organization.
Identify new/emerging requirements, upgrades, enhancements, and the potential impact to the organization.
Actively coordinate with stakeholders to ensure new/emerging requirements are assigned to the correct departments/portfolios within the organization.
Partner with internal teams to ensure sensitive data has been identified and that the policy, standards and regulations are in place for the organization that adequately meet the needs and goals of the Division of Information Technology and the Department of Labor & Training.
Collaborate with partner Agencies to direct policy and regulatory issues to appropriate channels for investigation and resolution.
Assist in maintaining updated compliance documentation, such as, compliance program plan, process plan, and guidelines and standards, to align with the Division of Information Technology policies.
Transfer and communicate technical knowledge and skills to the Division of Information Technology and the Department of Labor & Training.
