Business Need The Office of Minnesota IT Services (MN.IT) @ the Departments of Administration and Management & Budget are planning to upgrade the current PeopleSoft Enterprise Financial Management Solutions (FMS) system to PeopleSoft version 9.2. FMS is the core tool that supports the State accounting and procurement functions. The State has named this application Statewide Integrated Financial Management Tools (SWIFT The FMS application is currently operating in PeopleSoft version 9.1. MN.IT Services (MN.IT) @ the Department of Administration and Management & Budget recently completed a strategic planning phase for SWIFT. The resource request is to assist the State to initiate the system scoping, design, and initial development activities associated with deploying this enterprise system. The initiation phase of this project is expected to be approximately 6 months in length, with extensions based on legislative funding and the results of the initiation phase.
Oracle Supportfor PeopleSoft version 9.1 ends in January of 2018.
The current modifications found in SWIFT far exceed those found in other organizations (both private and public) with recent upgrade experience.
Budget considerations due to legislative decisions could directly impact the second phase (post September 1 timeline), final deployment timing, and approach.
Accessibility is extremely important to the State and SWIFT must meet the WCAG 2.0 (Level AA) and Section 508 Subparts A-D accessibility standards.
Performance tuning of SWIFT is extremely important and must meet industry standards for an enterprise system; a focus will be put on reliability (availability vs. down time), system processing (specifically in budget checking), and timely batch processing.
The SWIFT system data will be used in the State of Minnesota’s data warehouse and interfaces are a major component of this upgrade.

Scope of work:
The successful candidate will fulfill the role of PeopleSoft portal specialist who will be responsible for understanding and reviewing the current portal design and business processes and understanding the impact that PeopleTools 8.55 will have on the existing portal, including the impact of the Fluid User Interface, and helping the State of Minnesota develop a mobile strategy for its PeopleSoft enterprise.

Roles and Responsibilities
Manage respective PeopleSoft Interaction Hub to deployment including driving all related project tasks, objectives and milestones
Direct and guide PeopleSoft Interaction Hub functionality decisions as they relate to the client business processes
Provide business process design, configuration and documentation
Act as a liaison between the client functional and technical staff
Report status to the Project Management Office (PMO) team and help draft regular communication across the project
Provide project estimates for changes in business process and/or additional new functionality
Provide work breakdown structure of implementation details to be include in project plan
Provide strategic direction and phase recommendations as it relates to web and mobile approaches for current project as well as long term
Provide expertise to meet or exceed Web Content Accessibility Guidelines (WCAG) 2.0 (Level AA) and Section 508 (Subparts A-D)
Track, escalate and document project risks, issues, decisions and changes to scope
Provide input and research into project recommendations and decisions
Work with software vendor to submit defects in delivered functionality
Provide other project related experience as necessary
Perform configuration analysis and documentation, especially as it relates to PeopleSoft Interaction Hub functionality
Lead test preparation for PeopleSoft Interaction Hub including test scenario and test script review and creation
Take lead for testing execution for the various test cycles
Create interface wireframes and conduct usability sessions to determine the best approach for a streamlined user experience
Create, document and track issues and resolutions
Create input for communication and change management
Provide detailed analysis and input to training materials
Provide input and review of existing PeopleSoft Interaction Hub design and make recommendations
Complete functional specification documentation per standards
Review and analyze PeopleSoft security and how it flows between the various PeopleSoft applications through Interaction Hub

Required Skills:
10 years’ experience directly implementing PeopleSoft Portal Solutions
1 year experience with PeopleTools 8.54 or higher
1 PeopleSoft 9.1 Interaction Hub deployment in a public sector environment (i.e., Federal, State, County, City, or Municipality government, or Higher Education)
3 years’ combined experience in User Experience (UX) design or development
5 years’ experience developing in PeopleCode, including iScripts and Application Packages
4 years’ combined experience developing in XSL or XML
1 year experience with either Fluid User Interface, Branding, or CSS
3 years’ experience customizing enterprise single sign-on with PeopleSoft applications
5 years’ combined experience in full lifecycle upgrades or implementations of PeopleSoft 9.1 or higher
Able to work on-site 5 days per week.

Desired Skills:
PeopleSoft 9.1 Interaction Hub deployment on PeopleTools 8.55 interacting with PeopleSoft 9.2 application(s)
Experience in developing HTML5, CSS, JavaScript, JQuery and Bootstrap or equivalent responsive design framework
Experience with Web Content Accessibility Guidelines (WCAG) 2.0 (Level AA) and Section 508 (Subparts A-D) in a public sector environment (i.e., Federal, State, County, City, or Municipality government, or Higher Education)
Experience in full lifecycle upgrades/implementations of PeopleSoft 9.1 or higher in a public sector environment(i.e., Federal, State, County, City, or Municipality government, or Higher Education)
Experience working with data warehouse solutions including PeopleSoft EPM
