The client is seeking an Expert Level Specialist for an approximate 12-month engagement. The position is the iNovah Level 3, Senior Technical Specialist position for the NC Department of Transportation’s iNovah Payment Card System (IPCS Technical/Applications, technical integration for support of the iNovah Payment Card System (IPCS); Provide application support for IPCS and ensure it is operational during business hours; Monitor IPCS by regular review of system health indicators, reports from the mainframe interface system (STARS) and IPCS system dashboard and reports; Provide Level 3 technical solution, services and support for the team; Receive system log(s) and fully document requests for triaging system problems reported from help desk, other service delivery staff and/or users; investigate problems and other requests for support and determine appropriate actions to take to get the system up and running; Monitor progress of requests for support from inception through resolution and ensure management, users and other interested parties are kept informed; Escalate defects, systems and network issues to appropriate resources; Escalate 3rd party software and hardware issues to vendors, insuring proper attention is given to the issue depending on severity; Provide technical support and for Change and Release Management; Provide daily, weekly and monthly updates and communication with the vendor, the management team, and development teams on all changes, patches, fixes and outstanding issues; Provide leadership and direct input to annual PCI Audits; Reaffirm scope and maintain IPCS documentation related to PCI compliance; Verify vendor and application compliance (PA DSS Compliance); Address questions regarding IPCS in assessor interviews; Participate in PCI Risk Assessment; Manage incidents identified by audit through resolution; Participant in and provide input to reoccurring PCI Audits; Manage remediation of issues identified by vulnerability assessments; Manage remediation of issues identified by penetration tests; Maintain IPCS documentation related to PCI compliance; Coordinate production emergencies with internal experts and key stakeholders; Establish strong relationships and collaborate with the development teams, system administrators, network administrators, users and vendor; Analyzes the feasibility of, and develops requirements for enhancements to existing systems; ensures the system design fits the needs of the users; Tracks and fully documents changes for functional and business specifications; writes detailed universally understood procedures for permanent records and for use in training.

Skill Required / Desired Required Total Experience
BS/BA degree or equivalent work background plus experience in a distributed client/server and enterprise software environment or equivalent. Required 7
Experience providing production support or similar role. Required 7
Experience in card payment solutions and retail POS solutions. Required 7
Experience in Billing and Payment solutions. Required 7
Experience in working with Windows Server environment. Required 7
Experience in integrating .NET application with mainframe applications. Required 7
Hands-on experience with XML. Required 7
Hands-on experience with Report Builder. Required 7
Good understanding of capabilities of the .NET web apps and thick client applications. Required 7
Knowledge of SQL Server, Reverse Proxy, Load balancing, URL rewrite etc. Required 7
Work with other IT Teams: Architecture, Security, Infrastructure, Integrations, Client Services, Database. Required 7
Strong working knowledge of office applications (i.e. MS Excel, MS Word, Visio, and PowerPoint Required 7
Written and verbal communications are clear, concise and achieve intended objectives. Required 7
Problem Diagnosis skills (i.e., discovery, replication, troubleshooting, resolution, verification, communication and/or escalation as required Required 7
Demonstrated ability to multi-task and prioritize projects and tasks. Required 7
