Work Order objectives for this Business Analyst are as follows:
To augment current AOC business analyst staff in providing support services to the INH
EDE program and related project initiatives associated with eliciting, modeling, analyzing
and documenting business and technical requirements, writing requirement
specifications, validation, prioritization and management of the requirements, providing
test support and problem solving.
Initially engagement will be assignment to the INH EDE program and project teams in
establishing a bridge for sharing court information across the state to different court
jurisdictions using different case management systems. This effort will help to ensure
that statewide date remains available to all users after King County District County and
the King County Clerk’s Office implement their own case management systems.
Provide business analysis efforts for other INH initiatives and sub-projects as assigned.
Maintain timelines for deliverables in current project schedules.
3.7. Deliverables
The selected candidate will be required to meet and maintain, at a minimum, the following
responsibilities, the including the associated deliverables as a result of their work efforts under any
executed Work Order (aka Contract) as a result of this Work Request.
Deliverables required to be provided for review and acceptance by the assigned Project manager
include, but not limited to, the following:
a) EDE Project Deliverables
As part of the INH EDE project team, the business analysts are responsible either in whole
or in part for completing the following deliverables:
Discovery\/Primary Expectations; Discover primary business objectives. Reconcile: (a)
Conflicting expectations; (b) Develop shared understanding (c) Prioritize.
Analysis of Impacted Systems; Interview users. Determine: (a) uses of the current
systems; (b) perceived deficiencies of the current systems; (c) stakeholder
requirements for the new systems. Document: (a) current systems descriptions; and (b)
current deficiencies.
Document Business Requirements; Define & Document: (a) use cases, business rules,
functional and non-functional requirements, (b) service level requirements, (c) Data
dictionary, (d) Procedures and constraints
Rational Requirements Composer updates
b) Testing Support
Each test bug defect that is directed to the business analyst is analyzed and responded
based on the incident. Deliverables include, but not limited to, the following:
Incident report including analysis and resolution or escalation updates
Comments
Lessons learned report
Release notes if a break fix release is put in production
c) Status Reports
Analysis reports to indicate:
Weekly summary showing status of work assignments, roadblocks and completion
progress to the assigned Project Manager


Required:
Bachelor’s Degree in Information Technology, Computer
Science or closely allied field and minimum of five (5)
continuous years of business analysis, business process,
management and/or requirements engineering
experience.
or
An Associate Degree in Information Technology,
Computer Science, or closely allied field and minimum of
eight (8) continuous years of business analysis, business
process, management and/or requirements engineering
experience.
Minimum of five (5) years of experience in documenting
business requirements, business processes, and system
specifications using standardized templates.
Minimum of three (3) years of experience working on
complex technology integration projects.
Minimum of five (5) years of experience analyzing
business requirements to determine and document
solutions and information needs.
Minimum of three (3) years of experience in providing
complete business analysis over at least two (2) projects
(from project initiation through project rollout
Current certification in Business Analysis from IIBA or
other repute professional organization.

Desired Skills
Experience in court business processes and court data.
Experience interacting and communicating professionally
with diverse groups of people, user groups, and customer
for facilitating business requirements gathering and
analysis.
Knowledge and experience in use of requirements
management and tracking tools such as IBM Rational
product suite
