Job Description:
The ITS Human Services Cluster (HSC) performs application program development, maintenance and enhancement activities for the various information technology systems that support the business of a number of State agencies, including the Office of Temporary and Disability Assistance (OTDA), the Office of Children and Family Services (OCFS) and the Department of Labor (DOL OTDA, OCFS and DOL are responsible for supervising the administration of human services programs provided under various Federal and State sponsored programs in a federated approach to deliver integrated human services in multiple systems. Many of these applications are within a mainframe environment utilizing COBOL technology. These systems include, among others, the Welfare Management System (WMS), Benefit Issuance Control System (BICS), NYC Payments System, Child Support Management System (CSMS), Client Notices System (CNS) and systems that support the administration of Unemployment Insurance.
1) Participate in all phases of system development activities: requirement gathering, design, development, testing and deployment by the following items:
a) Written reports of user requirements are thorough and complete.
b) Modifications adhere to prevailing standards, are thoroughly tested and completed on schedule.
c) Standard migration processes across multiple environments are followed.
d) Maintain system documentation including functional and detail designs.
2) Investigate and respond, via phone and emails, to questions and concerns from the user community regarding existing systems and proposals for enhancements.
3) Assist with monitoring daily operational processes by reviewing the results posted in daily production job breakpoints and resolving any anomalies. Respond, via phone and emails, to any reported problems or concerns from Production Control’s staff. Must be reachable during non-business hours to resolve critical problems.
4) Work effectively with other team members to insure the success of all projects assigned to the work group. This will involve sharing solutions to common problems as well as coordinating activities with overlapping time schedules.
5) Be able to perform some responsibilities of other staff members, on an as-needed basis, such as attending meetings and monitoring job schedules and results.

Candidates should have at least 84 months experience and a majority of the following should apply:

5. 48 months experience design & deployment of complex SQL objects and relational databases design. # of months? 10
6. 48 months experience utilizing Model View Controller (MVC) # of months? 10
7. 36 months experience utilizing JQuery. # of months? 10
8. 36 months experience with Team Foundation Server. # of months? 5
