EXPERIENCE AND SKILLS REQUIRED

Consultant must have:
10.1 The capability to perform the functions described in Section 13, Scope of Work;

10.2 Excellent oral, written and presentation skills;

10.3 Demonstrated ability to facilitate the identification and documentation of business processes and workflows and the systems used to support those processes;

10.4 Proven ability to assess, analyze and document complex business processes and regulatory requirements, includingbut not limited to the following:

10.4.1 Needs analysis;
10.4.2 Gap analysis,
10.4.3 Business rules analysis;
10.4.4 Root cause analysis;
10.4.5 Risk analysis;
10.4.6 Data flow diagramming;
10.4.7 Business process modeling;
10.4.8 Workflow diagramming;
10.4.9 Use case development; and
10.4.10 Organization modeling.

10.5 Proven experience in conducting discovery sessions;

10.6 Proven experience in determining the appropriate discovery approach in order to gather and interpret relevant data and information.

10.7 Proven ability to identify problems, needs, and opportunities for improving operational procedures, business processes and IT system efficiencies; and

10.8 The ability to make recommendations considering potential trade-offs and options.

11. EXPERIENCE AND SKILLS DESIRED

Experience with complex Enterprise Resource Planning (ERP) systems and Department of Transportation experience is desired.

12. PROJECT OVERVIEW

Document the current business processes, regulatory requirements, data flows and workflows and their relationships and interdependencies with existing IT systems for all business areas within the Nevada Department of Transportation. This position will identify risks, gaps, and redundant processes and IT systems across critical operational areas and document a strategy for improving operational procedures, business processes and IT system efficiencies.

13. SCOPE OF WORK

Consultant must perform all activities to the agreed upon project plan/schedule. Work must be completed according to the specifications and standards set by the State.

13.1 The consultant will work with NDOT staff and management to assess, analyze and document all current business processes with the initial focus being on NDOT’s use and processes as they relate to the State’s Integrated Financial System (IFS All existing customizations to the financial system will be documented and mapped to current business processes in preparation for a new statewide financial system replacement.

13.2 Subsequent tasks will include:

13.2.1 Documentation of the current business processes;

13.2.2 Regulatory requirements, and

13.2.3 Data flows and workflows and their relationships and interdependencies with existing IT systems for all business areas within the Nevada Department of Transportation.

13.3 The consultant will be responsible for conducting discovery sessions for the purpose of assessing, analyzing and documenting complex business processes and regulatory requirements, including, but not limited to:

13.3.1 Needs analysis;
13.3.2 Gap analysis,
13.3.3 Business rules analysis;
13.3.4 Root cause analysis;
13.3.5 Risk analysis;
13.3.6 Data flow diagramming;
13.3.7 Business process modeling;
13.3.8 Workflow diagramming;
13.3.9 Use case development; and
13.3.10 Organization modeling.

13.4 The consultant will identify problems, needs, strategies and opportunities for improving operational procedures, business processes and IT system efficiencies and make recommendations considering potential trade-offs and options.

14. DELIVERABLES

Consultant must provide the following based on the agreed upon project plan/schedule.

14.1 Integrated Financial System (IFS):

14.1.1 Facilitation of discovery sessions with NDOT staff and management;

14.1.2 Documentation of all current business processes, business rules, regulatory requirements, data flows and workflows;

14.1.3 Documentation of current business process and IT system inter dependencies;

14.1.4 Documentation of current business process and IT system redundancies;

14.1.5 Documentation of all existing customizations to IFS; and

14.1.6 Mapping of all existing customizations to business processes, business rules, regulatory requirements, data flows and workflows.

14.2 Business Process Documentation:

14.2.1 Facilitation of discovery sessions with NDOT staff and management;

14.2.2 Documentation of current business processes, business rules, business needs, regulatory requirements, data flows and workflows;

14.2.3 Diagramming and modeling of business processes, data flows and workflows;

14.2.4 Documentation of current business process and IT system redundancies; and

14.2.5 Documentation of current business process and IT system interdependencies.

14.3 Strategic Plan:

14.3.1 Facilitation of strategic planning sessions with NDOT staff and management;

14.3.2 Documentation of strengths, weaknesses, opportunities and threats;

14.3.3 Document opportunities for improving operational procedures;

14.3.4 Document opportunities for improving business processes;

14.3.5 Document opportunities for improving IT systems;

14.3.6 Document opportunities for removing business process and IT system redundancies; and
14.3.7 Document opportunities for improving business process and IT system interdependencies.

14.4 Bi-weekly status reports to include, but not be limited to:

14.4.1 Overall completion status of the project in terms of the approved project plan and schedule;

14.4.2 Problems that were encountered and proposed/actual resolutions;

14.4.3 Issues that need to be addressed;

14.4.4 Accomplishments during the period; and

14.4.5 Activities to be accomplished during the next reporting period.
