Must have excellent communication skills, both written and oral, to enable the individual to work with a variety of stakeholders (i.e., CNA, IA, etc Required
Must have worked as a project manager for 5-7 years and implemented a customized vendor-developed and hosted IT application. Required 5 Years
Must have prior experience in the development of project plans using Microsoft Project. Required 5 Years
Must be able to provide consultation to the sponsors and other stakeholders on the strategies for moving projects forward. Required
Must have prior experience in identifying business requirements needed to customize the CRBC to meet the needs of the State of NC. Required 5 Years
Must have prior experience in leading small to medium size projects within information technology arena involving multiple stakeholders. Required 5 Years
Must be well versed in IT, database/application development, help desk support, training material development and reporting. Required 5 Years
Must have the ability to manage the customization, implementation, and rollout of the new State of NC CRBC application. Required

DHSR is seeking to hire a short term contract "working" project manager with 5-7 years of experience to continue the implementation of the new NC ABCMS, which is being developed and will be hosted by IA. This is a new project that is being undertaken by DHSR and is being funded through CMS federal grants. The duties of this project manager include, but are not limited to the following duties:

1. Work with stakeholders and CNA to determine system customizations required by NC.
2. Develop UAT test cases and oversee user acceptance testing of the NC ABCMS customized system.
3. Create a system administrator user account for each provider.
4. Coordinate with CNA IT to import a file of all the providers who will be utilizing the NC ABCMS.
5. Develop a process to maintain and update the NC ABCMS provider’s names and addresses.
6. Coordinate with the DHSR webmaster the creation and maintenance of the Welcome screen and Home Page information for the new NC ABCMS website.
7. Coordinate the updating of the drop down lists on the system profile page and other data lookups including adding new vales, editing current values and changing the order of items in a drop down list.
8. Coordinate the updating of State fingerprinting sites.
9. Coordinate the revision of registries listed on the Research Registry page and whether they are required or optional.
10. Coordinate the generation of the CMS data file for the quarterly report by using the NC ABCMS report generator as well as an Application Report and Metrics Report.
11. Coordinate the development of the NC ABCMS training program and roll-out plan.
12. Coordinate with the DHSR Information Systems staff to provide Help Desk support to providers when the pilot phase ends.
13. Coordinate with CNA to create written or video user support materials such as FAQ, quick reference guide, user guide, etc. and the appropriate DHSR staff to maintain them.
14. Responsible for the planning and coordination to ensure that the project goals and objectives are accomplished within the agreed upon time-frames and budget limitations and entering the information into Touchdown.
15. Responsible for creating the project plan down to the work breakdown structure (WBS) with team participation.
16. Responsible for learning how to create and manage the project in the new Touchdown system and then providing required system updates in a timely manner.
