Job Description :

The Consultant shall work with LGSA management, in coordination with Chief Information Office (“CIO”) and Program Management Office (“PgMO”) staff to:

Maintain and update project plans, timelines, and estimated budget(s) for these initiatives.
Provide management oversight and guidance to Business Systems Analysts (“BA”) in conducting the following:
Develop communications, manage requirements and conduct stakeholder analysis.
Oversee and assist elicitation activities; review the documented results of elicitation activities; and ensure confirmation of the results of these activities.
Oversee and guide the project team in organizing requirements into logical groupings; prioritize requirements; specify and model requirements; define assumptions and constraints of solutions.
Assist in managing solution scope and requirements, oversee the requirements traceability and prepare requirements packages.
Work with Clients to confirm solution approaches to meeting business needs, define the scope of a solution, and oversee the implementation phase of the project plan.
Oversee and manage the testing phase to ensure that solutions meet business needs and evaluate solution performance against business goals and objectives.
Oversee the development of communication, training, and user support materials; and assist in updating organizational process assets (such as procedure manuals

The Consultant must possess the following minimum qualifications:

Five years of project management experience;
Five years of business analysis experience; and
Bachelor’s degree in Accounting or a Bachelor’s degree in Business Administration with 30 or more credits in Accounting

Seven years of project management experience;
Seven years of business analysis experience;
Demonstrated experience in the development of significant project management and business analysis deliverables
Knowledge and understanding of governmental accounting;
Knowledge of the make-up, operational environment and financial reporting mandates of the municipal governments in New York State;
Ability to understand the Division’s business environment and translate that into effective requirements;
Experience in planning and conducting project analysis;
Facilitation skills which initiate discussions with business partners, both internal and external;
Strong analytical thinking and problem solving skills;

Ability to work independently.
