Job Summary
The Federal Reserve Bank of Kansas City is seeking a Human Resources Information Systems Technical Analyst for our Human Resources Technology Center. The Human Resources Technology Center provides Human Resources information systems support to the entire Federal Reserve System by working with individual Reserve Banks to identify and respond to their evolving business needs. This position will support application security and system performance primarily for the PeopleSoft Human Resources Management System (HRMS) and will extend to other applications supported within the Human Resources Technology Center.

A successful candidate will be able to combine and apply knowledge of Human Resources (HR) business processes and HR Information Systems (HRIS), experience using technical tools, and understanding of the technical environment to provide production application support and maintenance for support HR applications, to enhance existing HR technology, and to implement new HR technology.

Key Activities
Manage projects to implement new features or enhance existing technology from development of fully vetted functional and technical requirements through implementation. Draft project plans, define requirements, negotiate timelines, allocate resources, etc. May manage others'' work including delegating tasks, providing direction, and reviewing results.
Provide production support and maintenance for Human Resources applications for the Federal Reserve System.
Eliciting requirements by interviewing stakeholders, reviewing existing business documentation, and decomposing and outlining existing process and functions.
Provide daily support with security requests and issues, performing security reviews and produce and review security-related reports to ensure access meets requirements.
Review and/or modify security procedures to ensure proper security access and control environment is maintained.
Conduct system performance monitoring and resolve issues related to batch processing errors, query timeouts, and response time issues. May provide support to load/stress testing of applications, including design and execution.
Research, analyze, and develop recommendations for resolving issues of moderate to high complexity.

Develop and execute quality and assurance test plans to verify delivery of required functionality.
Perform other duties as assigned, including but not limited to developing ad hoc queries and reports; conducting system maintenance, including set-up tables; creating and presenting training documentation; and documenting requests, issues, and projects within a customer service management tool.
Qualifications
Bachelor’s degree specializing in human resources, business, related computer technology, or equivalent combination of education and experience.
Knowledge of HR business processes and/or automated HR applications.
Four to eight years’ experience supporting automated systems in a production support capacity, and/or participating in technology enhancement projects. At least two years of experience must have been supporting security within an application.
Experience working with PeopleSoft HRMS (version 9.0 or newer) preferred.
PeopleTools query experience preferred. Knowledge of application designer, SQL, and compare report tools preferred. Ability to interpret SQR code is a plus.
Demonstrated problem solving skills to evaluate multiple alternatives and develop fully researched recommendations.
Proven communication skills with experience conveying technical information.
Experience creating formal customer communications preferred.
Strong project management skills to manage complex projects independently.
Experience managing the work of others preferred.
Ability to work effective in a team environment and to perform as a self-starter.
