I. DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of one Programmer/Developer Analyst, hereafter referred to as Worker(s), who meets the general qualifications of a Programmer/Developer Analyst 3 Category, Emerging Technology Type and the specifications outlined in this document for the Texas Workforce Commission (TWC

All work products resulting from the project shall be considered “works made for hire” and are the property of the TWC. TWC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. TWC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s

TWC currently uses PeopleSoft HRM v9.1 as its HR system. TWC uses the following modules: HR, Base Benefits, Recruit, Training, and Payroll. TWC uses an Oracle database and AIX servers.

TWC would like an experienced PeopleSoft HR consultant to help identify how the agency can use the PeopleSoft HR system to automate processes currently manually done by the Human Resources division. Worker will augment TWC’s PeopleSoft technical and functional teams to help identify and implement PeopleSoft HR processes (as is or with modification) to automate work in order to reduce the amount of manual work the HR department is currently doing.


II. WORKER SKILLS AND QUALIFICATIONS

Minimum Requirements:
Years Skills/Experience
10 Experience implementing/upgrading PeopleSoft ERP systems
2 Functional and technical support to implement, upgrade or maintain PeopleSoft HRM version 9.1.
1 Implementing/upgrading or maintaining the PeopleSoft HR system (CHAPS) at the Texas Workforce Commission.

III. TERM OF SERVICE
Services expect to start as soon as possible and are expected to be completed by August 31, 2017 or when total hours estimated on work order have been depleted, whichever occurs first. Total estimated Worker hours shall not exceed 875 hours per worker. Unused hours may be rolled over from one fiscal year to the next as necessary. This service is subject to cancellation without penalty to DIR and/or customer, either in whole or in part, if funds are not appropriated by the Texas Legislature or otherwise made available.
