Our client, a public research university offering undergraduate and graduate degree programs in a wide range of disciplines, seeks an accomplished Telecommunications Service Analyst.

Description:
Responsible for coordination and delivery of services related to voice, data, and video technologies for a broad array of clients with complex or specialized requirements.
Conduct analysis of current and future service demands to provide modern, cost-efficient, scalable communications solutions that support the business, academic or research needs.
General responsibilities include development of accurate proposals and detailed project plans for integrated voice, data, and video technology services, including equipment purchasing and project agreements; coordination of services and interdisciplinary resources needed to complete implementation of services including staff, leadership and external vendors.
Uses functional knowledge to facilitate design sessions to document basic business processes and procedures within assigned area; understands potential impact of process and system changes.
Actively participates in the documentation of moderately complex business processes; identifies opportunities for business process re-engineering.
Conducts research and gathers additional information related to assigned business function to support design decisions; prepares reports and recommendations for leadership.
Designs complex test plans and/or use cases to validate new functionality; interfaces with technical staff to accurately convey system designs/functions or information.
Applies knowledge of system components, transaction processing, data elements, user interfaces and reporting capabilities in the development of comprehensive design specifications.
Applies knowledge of supported systems and platforms to perform root cause analysis, problem identification, and incident review; presents findings to technical staff/leadership.
Applies structured approach to planning basic projects with some complexity; identifies major milestones and associated tasks; identifies resource needs.
Completes moderately complex tasks independently; consults with technical and subject matter experts to resolve issues that affect delivery schedule.
Maintains project plan for own work; updates project plan; supports staff in making project plan changes/updates; develops proficiency in the use of project management toolset.
Applies planning skills to assign tasks based upon skill and capability.
Develops and maintains cooperative and collaborative relationships across immediate organization; identifies appropriate resources in other units in the execution of job responsibilities; enables new team members with knowledge of business functions; interacts with customers, users groups or stakeholders.

Identifies key organization leaders and develops functional expertise within assigned unit/team; understands how business functions interrelate.

Reviews and improves existing documentation and/or instructional materials; develops new documentation/training related to assigned area/system related for new features or functionality; applies standard formatting and nomenclature.
Delivers presentations to end-users and/or colleagues; effectively presents complex system topics taking into account audience. Assists with supporting ITIL process and procedures.
Assists in reviewing basic service requests, incidents, and problems using Service Management application.
Assists with basic trouble shooting and user support for assigned tickets and/or requests to recommend solution(s
Provides technical and/or functional support after normal working hours on an on-call or as needed basis.

Requirements:
Bachelor''s degree in Business, Communications, Information Systems (or related) OR three years (or more) of equivalent experience.
Three or more years'' experience conducting analysis of business processes, information flow, associated reports and applications for defined functional area.
Advanced skills with various productivity software packages (e.g. MS Office, Visio, Crystal Reports, etc to create effective documentation of system requirements, problems, incidents, user documentation, or training materials, as assigned.
Possess the verbal and written communication skills to work effectively with technical and non-technical personnel at various levels in the organization; demonstrated experience in presenting topics to groups of various sizes.
Ability to conduct needs analysis using requirements for various business processes, including information flow, reporting and applications for defined functional area; ability to document using standard terminology and formatting.
Knowledge of the application development life-cycle and project management techniques and tools.
Experience working within a customer-service driven environment and is able to apply principles of service delivery excellence.
Ability to independently establish priorities that accurately reflect the criticality of circumstances and the optimal course of action.
Skill in effectively mediating and resolving conflicts between individuals and work groups with regard to priorities, work processing, and service delivery dates.
Ability to work effectively in a complex environment with rapidly changing priorities, heavy workloads, and highly fluid authority structure.
Ability and willingness to travel to client locations within the Los Angeles metropolitan area using ground transportation.
