Local Candidates Preferred: We are seeking a qualified candidate for the position of Head of IT Strategy and Implementation for a 6-month contract with possibility of converting to permanent position based on performance.
1. Principal Duties and Responsibilities
The Head of IT Strategy and Implementation, will lead the strategic development and implementation of all technical and information technology needs of the PPS and its partners. The Senior Director will be responsible for overseeing and managing all IT-related activities of the CSO in support of implementing the DSRIP program. This includes understanding the NYS DOH reporting requirements and ensuring software tools properly collect and track required data; working closely with clinical staff to identify key data elements and ensure technical solutions are in place to collect and analyze data in real time; developing and implementing a business plan to bring all PPS partners into compliance with DSRIP Health IT connectivity requirements, identifying and managing the resources to provide PPS partners the agreed-upon level of support. In particular, the plan and program must address that all relevant PPS partners in the OneCity Health Network meet the applicable standards related to Patient Centered Medical Home ( "PCMH ) and Meaningful Use ( "MU ) standards, are able to connect to a Regional Health Information Organization ( "RHIO ), and have the necessary analytics and reporting capabilities. And finally this position is responsible for meeting all IT-required DSRIP milestones. This position reports directly to the Chief Operations Officer.
Core Job Responsibilities:
Leading the development and implementation of an IT strategy for OneCity Health.
Establishing and maintaining effective working relationships with internal and external business stakeholders including state agencies, NYC Client PPS OneCity Health executive and management staff, vendors and NYC Client clinical and IT leads for the purpose of managing DSRIP technical and reporting requirements and solutions based on OneCity Health business decisions and needs. This includes developing business plan to guide resource allocation and service level agreements between the CSO and PPS partners.
Defining program and project milestones, sub-milestones, deliverables and managing risks, issues, decisions, assumptions, constraints and dependencies to ensure success.
Leading NYC Client IT (EITS) solution development teams, to define, design, develop and deploy approved NYC Client solutions for its applicable DSRIP initiatives such as inpatient acute care, long term care, emergency department, primary care and behavioral health services.
Oversee and manage implementation of care coordination software tool (GSI)
Ensuring the EHR capabilities of all PPS providers support the PPS''s clinical programs and meet Meaningful Use and PCMH standards.
Managing the PPS IT governance requirements, deliverables, and meeting agenda and actions.
Ensuring project reporting tools are up to date
Has established solution development life cycle processes with cross team and domain solution reviews
2. Qualifications / Required Skill:
Master''s level degree required, preferably in computer information systems, Health IT or business administration in a health care environment.
8+ years in an IT senior leadership role in a healthcare setting.
Strong background and understanding of managed care, delivery systems serving Medicaid populations with complex medical and mental health issues, with experience in performance improvement projects and the application of technology for the same.
Strong understanding of the NYS DSRIP program and the overall initiatives and goals of the state.
Experience with the development, implementation and use of ambulatory and inpatient EHR systems.
Understanding of Meaningful Use and PCMH Standards.
Familiarity with the legal and regulatory elements of health IT.
Familiarity with the New York eHealth Collaborative, the SHIN-NY, and the RHIOs.
Outstanding interpersonal skills including the ability to effectively communicate with persons throughout OneCity Health, especially clinicians.
Ability to educate and influence clinicians around the adoption of health IT.
Strong project management skills.
Ability to analyze and resolve complex issues.
Excellent verbal and written communication skills.
