Resource Title & Business Need:
Despite being located in the Silicon Valley, Santa Clara County Parks do not have robust internet connectivity. This puts the department and its visitors & customers at a distinct disadvantage; especially in this digital age. Park visitors expect to be able to find parks, trail maps, hours of operation, general park information, special events/activities, etc. all online. In addition, visitors expect to be able to make campground reservations, purchase park store items and get the latest park closure information electronically as well.

The Parks & Recreation Department of Santa Clara County has a mission to provide, protect and preserve regional park lands for the enjoyment, education and inspiration of this and future generations. Our vision – we provide a sustainable and diverse system of regional parks, trails and open spaces of County-wide significance that connects people with the natural environment, supports healthy lifestyles, offers visitor experiences that renew the human spirit and balances recreation opportunities with resource protection.
Project Name: Connectivity Deployment Project
Any other relevant information: Once the above described problems are solved, park visitors will be able to make campground reservations from home, check-in to their campsite online, receive updated park information via text or email and access the department''s website from their campsite. They will be able to purchase store items for home delivery or delivery to their campsite. If a park is closed due to wildland fire, flooding, etc. they will receive a text alert. Further, if they are lost while out hiking, they will be able to call for help and their location will be pinpointed on park maps.
In addition, staff will have the ability to view campground reservations and know who is in the campground, who is checking out and who will be arriving. They will be able to send and receive emails and texts from campers and other park visitors. They will be able to manage their park store inventory and revenue online and be able to communicate between park stores in order to manage inventory and staff to maximize profits and customer services. They will have the ability to quickly input information from Incident Reports and share this information with various other County Departments, including: Risk Management, County Counsel, County Courts, Sheriff''s Office and various out-of-County entities such as local police departments and local courts. They will be able to manage their parks'' online web presence and provide correct and accurate information quickly and efficiently. They will be able to monitor their webpages for views and other web management features. Lastly, they will be able to compare data from multiple sources, in multiple ways and compare it to previous data in order to improve the department business practices in a regular and methodical way.
Skills Requirement:
Ability to review existing department connectivity capabilities and to recommend improvements in order to provide robust connectivity throughout the parks 24/7.
Experience Requirement:
Training and experience equivalent to possession of a four-year degree in computer science, information systems, business or a closely related field
Desired is a combination of BA and technical skills:
Knowledge of various connectivity options available for both wired and wireless use (for example but not limited to Fiber optic, Cable, Wifi, Satellite, cellular towers etc
Understanding of the advantages and limitations of the options
Be able to survey various parks, document the as-is and propose technology solutions.
Experience must include knowledge of various technologies and options to provide internet connectivity in both urban and remote locations, projects involving setup and maintenance of internet connectivity in geographically isolated business units in order to improve connectivity and communication both inside and outside an organization and its customers.
Education Requirement:
Four year degree in computer science, information systems, systems analysis, systems engineering, programming, data or database administration or analysis.
Contractor will be responsible for touring each County Park site, assessing current connectivity capability and recommending improvements needed to provide 24/7 access to robust connectivity. Later phases of project may require contractor to guide implementation of recommendations.
