Scope of Work:

· Develop a complete list of functional requirements, business rules, internal and external interfaces and process flows for the VSA-DVR’s existing birth and death systems including fetal deaths and with this information create a formal document titled: “Requirements Document”
a. A Detailed Design document is not required
b. Development of Database schemas are not required
· Analyze the existing VSA/DVR system and working the MDH Office of Information Technology team and others to reverse engineer it.
· Meet with VSA-DVR stakeholders to clearly document the VSA-DVR end-to-end processes for managing birth, death and fetal death records
· Identify and document system inputs and outputs which may include: reports, analytics, and interfaces.
· Identify stakeholders in relation to system components, and usage.
· Vet leading options for replacement of current system based on information from a prior RFI, and outreach to existing customers of competing systems.
· Document lessons learned (build vs. buy) from other states.
· Vet Amazon Web Services (AWS) as a potential platform; document pros and cons of AWS as a platform solution for a to be determined VSA-DVR software solution.
· Identify and document the pros and cons of the available University of California, Davis (UC Davis) VSA-DVR system
· Identify and document VSA-DVR systems (installed in other states) that can be purchased/licensed for use in MDH.
· Develop 3 final options appropriate for an 8-12 year lifespan
· Gain a clear understanding of Maryland Total Human-services Information Network (MD THINK) and identify how a VSA-DVR system would integrate with MD THINK.
· Create a document that identifies the three best options for replacement of the VSA-DVR births, deaths, fetal deaths, marriages and divorces VR system with an anticipated lifespan of 8-12 years.
· Develop/document a strategy for a custom development solution that includes the AWS cloud environment.
· Analyze and document three solution scenarios:
1. Usability of birth and death modules from UC Davis
2. Build From Scratch, starting with UC Davis and integration with MD THINK; identify the types of individuals (a team) who can do this custom build
3. From discussions and Request for Information findings, identify a solution that exists and can be purchased i.e. a turnkey solution.


Required Skills:

Education: A Bachelor''s Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline
General Experience:
Must have seven (7) years of experience in the IT field.
Specialized Experience:
1. At least five (5) years of experience relating to selection, acquisition, implementation, enhancement, support, and/or governance of enterprise vital statistics related systems
2. Demonstrated experience and comfort with vital statistics / PHI technical development and skills.
a. This RFR is not for a technical-development role. It is for a strategy-and-planning role. But demonstrable technical-development skills (in/with any platform) are necessary.
b. Demonstrated experience with designing and interpreting database schemas
3. Demonstrated experience in customized development. Java and .Net experience preferred.
4. Demonstrated the ability to develop and enforce access controls
5. Demonstrated the ability to understand information security best practices.
6. Demonstrated the ability to understand, collect business and document business rules and functional requirements pertaining to production enterprise environments.
7. Demonstrated experience at engaging with senior stakeholders to promote understanding and facilitate decisions relating to vital statistics systems.
8. Demonstrated ability to independently work across multiple organizations.
9. Demonstrated excellence at preparing written documents and doing oral presentations.
10. Demonstrated ability to be self-managed and organized
11. The SME will need to demonstrate previous experience in performing detailed analysis with recommendations within the vital statistics/ PHI domain.
12. Demonstrated range of experience with designing and building custom applications and delivering custom built and purchased applications.
a. Must have demonstrated hands on developer experience with current technologies

Desired:

Education: Preferred to have a relevant Master''s Degree in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.
General Experience:
1. Understand operations of VSA-DVR systems from the business and technical perspectives.
2. Custom development within the cloud environment:
a) Experience with Amazon Web Services (AWS) preferred
b) Microsoft Azure accepted
3. Demonstrated experience in some or all of the following areas:
a) Strategies for achieving effective data acquisition, storage, management, quality, and insight to address vital statistics needs, with special emphasis on information security and long-term solutions.
b) Applicable laws, statues, and policies regarding health information including security, privacy, and management of confidential data.
c) Applicable healthcare and public health standards, message formats, and transport mechanisms.
d) Business operations, methods, and practices.
e) Database and data warehouse development, use, and management.
f) Data collection and use methodologies
