84 Months of experience with data modelling including 3NF and Dimensional/Data architecture for business intelligence and reporting in a Data Warehouse environment.
84 months’ professional experience in Information Technology designing / architecting / managing / directing medium to large data centric deployments.
84 months’ experience with Oracle, Vertica, Hadoop and other database software applications.
84 months’ professional experience in assisting with design, architecture, development, and implementation of medium to large critical business application (data centric) based deployments and environments.
48 Months of experience in decision support / real time data analytics / business intelligence environments utilizing Business Intelligence tools.
48 Months of experience in creating technical architecture artifacts for logical and/or physical data models, information architectures, large application architecture or similar for the critical business applications in health IT domain.
84 Months of Experience in writing complex SQL, PL/SQL and UNIX code for Reporting and Data Extraction.

Short Description: The Medicaid Data Warehouse Bureau is the primary repository for Medicaid in New York State and is the main provider of Business Intelligence about Medicaid Data. The Bureau is comprised of two functional areas, the Medicaid Data Warehouse (MDW) and the Medicaid Analytics Performance Portal (MAPP
The MDW includes the Medicaid Information Services Center, a Data Warehouse, business Intelligence capabilities, reporting capabilities, and user support and litigation requests. MAPP includes Delivery System Reform Incentive Payment (DSRIP), Health Homes and Value Based Payment (VBP) projects.
The Technical Architect (expert) will have responsibility Data Architecture for the Medicaid Enterprise at the MDW. The Technical architect will be required to the do the following:
Create an Information Architecture that supports the modernization of current MDW environment into alignment with MITA 3.0 framework as well as meeting business requirements.
Create a Data Models and Data Management Plan to meet Medicaid business requirements, by leveraging existing and emerging big data technologies.
Create a Logical Data Model and Architecture plans that allows migration from existing MDW environment to next generation Medicaid Enterprise MDW and MAPP environment.
Create Data Standards that aligns with DSRIP and VBP business requirements as well as to support future data centric applications with Medicaid Enterprise.
Create an Information Capability Matrix and all other architecture artifacts required by the project.
Review the current documentation of the current vendor to facilitate the completion of the above
Perform collaborative research and provide recommendations to Medicaid Enterprise leadership.
Participate in Data Governance Meetings and support management team for overall architecture and design activities.
Review new and existing data designs including data lakes, SQL, No-SQL, and ETL, ELT applications to ensure correctness and provide required feedback, comments and recommendations as appropriate.
