We have an urgent requirement for Lead QA Analyst/PM with our direct client

Position: Lead QA Analyst/PM with assessment, vendor/cost/risk management, data strategy and MS Project experience
Location: Seattle, WA
Duration: 3 years

Scope of Work
The Contractor is to Provide Quality Assurance (“QA”) services related to the Department of Adult and Juvenile Detention’s Jail Management System Project.

A. The Contractor’s services will include assessment of the overall project health and project management factors that are important to project success. The health assessment includes scope, schedule, budget, resources, milestones, risks and other applicable reviews per the Contractor’s methodology. The assessment will also include a change management evaluation of DAJD’s ability to transform their business to take advantage of the benefits offered by a modern Jail Management System. As part of this effort, the Contractor shall Provide an initial baseline quality assessment report and additional reports as required.

B. The Contractor will report to the Project Sponsor. The audience for this report is the Project Sponsor, Steering Committee and other stakeholders as determined by the Project Sponsor. The Project Steering Committee includes representatives from the Department of Adult and Juvenile Detention (DAJD), King County Information Technology (KCIT), and the King County Executive’s Office.

C. The Quarterly QA Reports are based upon how well the project management team performed in reference to the Baseline Assessment regarding matters that may impact the planned project outcome.

D. The Contractor will Provide the Quarterly QA Report to the Jail Management System Project Team (“JMSPT”): JMSPT will review the Report and provide recommendations to the Project Sponsor within two (2) weeks of Acceptance of the Assessment Report; and Project Sponsor will complete final review and provide comments to the Contractor within one (1) week.

Contractor will review the project response to the QA recommendations from the previous report the project delivered to Project Sponsor. The Contractor will maintain a log of QA recommendations, document project responses and completion status.

E. The Contractor can assume that the Jail Management System Project Team will provide the following to the Contractor during the term of the Contract:
1. Project Management artifacts including project plans, budgets and status reports from which to develop quality assessments.
2. Plans and documents related to proposed future procurements, as applicable.
3. Access to draft and final Contractor deliverables and deliverable documentation, where applicable.
4. Access to Jail Management System Project Team members, Jail Management System Project Sponsor/Steering Committee and other stakeholders as defined by the Project Sponsor, to respond to questions and address issues.
5. Access to the Jail Management System Project Team identified planned deliverables for each project phase to enable for QA review of the alignment of Jail Management System Plan and deliverables with the King County project management methodology and phased
deliverables, as applicable to this Project.

F. QA services will focus on Jail Management System Project Team effectiveness (50%) in moving the project forward as planned as related to scope, schedule, budget, change management, and risk management. The Contractor will also perform a quantitative review of vendor performance (50%) as it relates to meeting deliverable timelines.

G. Quality Assurance services will include assessment of Jail Management System Project Team in the areas below:
1) Project Management team performance/competency, including:
a) Planning and Control;
b) Scope Management/Technical Requirements;
c) Schedule Management;
d) Cost management and budget projections;
e) Quality management;
f) Risk and issue management;
g) Vendor management;
h) Business Requirements Traceability;
i) Vendor Deployment Approach;
j) Change Management/Organizational Change – both Vendor and DAJD;
k) Knowledge Transfer;
l) Data Readiness/strategy;
m) Staff management;
n) Project Team Dynamics;
o) Communications; and p) Status reporting.

2) Quality of the Project Delivery Plan, to include and is not limited to work breakdown structure and/or Microsoft (“MS”) Project Plan, to evaluate if the Project Delivery Plan is realistic, comprehensive and executable to ensure project success. The Contractor will Provide an example of the work breakdown structure at the kickoff meeting for approval by the County.

3) Quantitative Review of the JMSPT Project’s management of the Jail Management System Contractor awarded under the Jail Management System RFP and their Deliverables:
a. Contract scope of work, acceptance criteria and deliverables.
b. The Jail Management System management of vendors’ performance per contractual obligations, such as:
i. Completion of deliverables per contract scope;
ii. Completion of deliverables per contract schedule/timelines;
iii. Completion of deliverables per contract price; and
iv. Jail Management System Acceptance of Jail Management System Contractor’s deliverables. If necessary, meet with the Jail Management System Contractor’s project managers related to their obligations of meeting the deliverables.
4) Stakeholder/customer involvement and effectiveness; and
5) Project organization and governance.
