Description:
State of New York: Office of Children & Family Services.

Project: Statewide Standards of Payment (SSOP)

Description: SSOP is an application that provides accurate, centralized and reliable data to enable the OCFS Bureau of Budget Management (BBM) and voluntary agencies to perform their extensive functional roles more effectively and efficiently.
The Statewide Standards of Payment project is utilized by OCFS Rate Setting Unit to fulfill OCFS statutory responsibilities authorized by section 398-a of the Social Services Law to establish Maximum State Aid Rates (MSARs) for foster children cared for in all foster care settings, including congregate care settings. In addition, OCFS is authorized under Articles 81 and 89 of Education Law to establish maintenance rates for educationally disabled foster children and children placed by Committees on Special Education (CSE) into residential schools. SSOP determines the financing of congregate and foster boarding home programs paid for by local districts and voluntary agencies, which in turn determines reimbursement of State and Federal funds to local districts and voluntary agencies. Through SSOP, the OCFS Rate Setting Unit has been able to eliminate paper and prevent incomplete SSOP submissions from the voluntary agencies. SSOP’s elimination of all paper forms resulted in substantial time savings for foster care providers and state staff because it eliminated duplicate data entry.

The team also enhanced the OCFS Public Survey (OCFSPS) as a web based mobile enabled application. The application satisfied the Governor’s Office directive to conduct a public survey for the proposed group and family child care regulations. The Division of Child Care Services used this to audit and provide timely reports to the Governor’s Office as mandated.
A new survey was created using the application for Division of Child Care Services (DCCS) to get public feedback on proposed regulations for Small Day Care, Child Day Care and School-age Day Care Centers. This was mandated by the Governor’s Office and DCCS used the application to conduct, audit and report on the survey in a timely manner.
