Job Title: Mirth Developer
Location: Philadelphia, PA
Duration: 6+ Months

Job Description:
Design, develop, test, and implement thoughtful and cost-effective software solutions and applications in support of AmeriHealth Caritas IS organization. Develop next generation Health Information Exchange (HIE), Clinical Data Repository, and customer facing technology solutions using Service Oriented architecture (SOA Support the technical implementation of strategic HIE initiatives focused on integration with care management and provider management web applications. Troubleshoot and solve design & coding problems. Interpret Business Requirements and Functional Specifications in the delivery of software solutions meeting or exceeding client expectations. Interface with various departments in the organization and provide technical solution recommendations.

Responsibilities:
· Develop solutions for data parsing and transformation using Mirth application suite
· Develop web modules using .NET Programming for integration of HIE data with care management applications
· Demonstrate proficiency in understanding of HL7v3 data structures, SQL stored procedures & database objects
· Lead the design and implementation of real time architecture solution for HIE initiatives and Clinical Data Repository enhancements
· Design and implement service oriented architecture (SOA) framework using standard set of services.
· Lead the design and implementation Health Information Exchange data integration with customer facing applications.
· Analyze clinical data repository for reporting and analytics
· Perform Production monitoring / production support activities
· Lead code review/peer review and implement industry standard coding practices
· Conduct periodic assessment of application maintenance processes and provide recommendations for improvements
· Work collaboratively with architecture team to ensure that the proposed solution is aligned with enterprise architecture direction.
· Develop in Agile development methodology including user stories, continuous integration, and test driven development.
· Lead, evaluate, and provide technical and architectural guidance to team members.
· Conduct systematic problem identification, analysis, and resolution.
· Analyze and reduces complex problems into simple, manageable components.
· Develop technical design specifications.
· Collaborate with cross functional teams to drive technical solution discussions
· Conveys ideas clearly and tailors communication based on selected audience (technical and non-technical
· Documents technical processes, procedures and workflows accurately.
· Effectively composes technical and non-technical documents such as Functional Specifications, Technical Design Specifications, operation guides, process flows, and other technical schematics.

Experience Required:
· Experience using Mirth appliance
· Experience in Healthcare Payer/Provider
· Solid design and architecture experience in .Net, Java, WebSphere, Oracle, SQL, Sybase – Tuning and optimization, Modular code development, Hands-on experience in writing web services and SQL store procedure calls
· Knowledgeable in the design and construction of integrated transactional & collaborative enterprise-level systems that are scalable and portable.
· Experience in Agile development methodology including product backlog, sprint backlog, user stories, continuous integration, test driven development and in Agile tools
· Excellent technical and troubleshooting skills
· Effective written and verbal communication skills
· Ability to work effectively with end-users, project teams, management, and vendors with minimal supervision

Skills Required/Desired:
· 3+ years of experience in designing and architecting HIE (Health Information Exchange), Clinical Data Repository and customer facing applications and standard data exchange including HL7
· 7+ years of solid programming experience – Data analysis and design, tuning and optimization, modular code development, hands-on experience in writing stored procedures, triggers and functions
· Strong development skills in .NET, 3+ years of programming experience .NET
· Solid understanding of enterprise architecture standards, guidelines and principles
· Knowledge of healthcare interoperability standards, protocols and formats (Clinical Document Architecture specification, HL7/FHIR messaging standards)
· Expertise in implementing HL7 messaging standards for clinical data exchange


Education:
· Four-year degree in Management Information Systems or related field, or eight years of related work experience
