CLIENT seeks a Quality Assurance (QA) Test Lead for the Medicaid Enterprise System (MES) Program. This role is 100% remote.Please review the Skills matrix and place the information in a table at the top of the resume when submitting.The QA Test Lead will be responsible for overseeing and managing the end-to-end testing of one or more modules in a mult million-dollar Medicaid Enterprise System (MES)/Medicaid Modular Information System (MIMS) project for the CLIENT.Required Skills/Qualifications:Strong background in software test management with at least 10+ years of experience as a Test Lead/Test ManagerProficient in all phases of testing and types of testing Functional, non-functional; smoke, sanity, integration, usability, User Acceptance, end-to-end, regression and performance.Experienced with managing testing teams of more than 20-25 testers in both SIT & UATShould have 5+ years of experience coordinating several testing teams across various divisions and units of an organization that could be distributed geographicallyShould have 5+ years of experience coordinating with vendors and managing vendor testing teamsExperience in driving test automation on large programs how and when to automate, conducting feasibility study and ability to make recommendationsStrong experience with Waterfall, agile and hybrid project methodologiesExperience with Cloud testingProficient in Test Management Tools such as Microfocus ALMExpert level knowledge of Microsoft Excel and PowerPointShould have working knowledge of JIRA, SharePoint, and ServiceNowEffective leadership, communication, presentation, and facilitation skillsStrong understanding of quality metrics and excellent reporting skillsPreferred Skills/Qualification:Hands on experience in test automation/test automation toolsStrong knowledge of security, penetration, load, and performance testingExperience in Medicaid or Medicaid Management Information System (MMIS) projects; Knowledge of CMS seven standards and conditions and MITA frameworks; CMS certification requirements; Pharmacy Benefits Management (PBM), Provider (PDM/CVO) experience.Responsibilities: The Test Lead willLead the entire test management processReport to and work closely with the QA Manager in creating and maintaining test plans, test strategies and testing roadmaps, tracking, and reporting on testing progress, quality metrics and milestonesManage, direct, and coordinate SIT and UAT teamsMentor and guide testing teams on the creation and execution of test cases; Prioritize and assigns test responsibilities to the testing teamCoordinate and drive test planning sessions; Drive defect management processCoordinate with vendor(s) to ensure testing is on track and meets the quality metricsReview test scenarios, test cases, and test data for completeness in requirements coverage (RTM)Train and guide Business users through UAT; Prepares testing manuals as neededManage and mitigate test/QA-related risks and issues to the program escalate risks as neededGather, interpret, and present test execution metrics for socialization with steering committees.Work with test automation teams to meet the automation goals per the test planReview client requirement and provides feedbackReviews and re-evaluates the test strategy to adjust for new information, changing risks, shifting priorities, and schedulesOversee quality review of various applicationsOversee projects to make sure work is scheduled based on priorities, risks and team strengths and assignment of resources across projectsAssist in test environment setup/teardown, test automation, and exploratory testingProvide suitable solutions for issues/errors based on the understanding of the system and client business processesWorks with clients in evaluating and implementing new technologies and offer strategies for new opportunitiesAssists in formulating QA standards and best practices, organizational policies and processes and strategic plansAssists management in setting the direction for quality assurance within the organizationAssists in recruiting new staff, conducting interviews and evaluate potential candidatesRequired / Desired SkillsExperience leading Quality and Testing Teams Required 7 YearsKnowledge of Enterprise IT Systems and related State or Federal IT procurement, compliance, and contracting policies Required 7 YearsExperience in Pharmacy Benefits Management (PBM) and/or Provider Data Management (PDM/CVO) Highly desired 7 YearsAbility to provide project management support and manage the date-to-day vendor and contract activities to ensure that the project meets it planned Required 7 YearsExperience in work effort estimation Highly desired 7 YearsHas an understanding of CMS' Seven Standards and Conditions and the Medicaid program Nice to have 7 YearsDemonstrated ability to manage multiple priorities and projects, function in a fast-paced moving constantly changing, deadline driven environment Required 7 YearsProficient use of Microsoft Project, Word, Excel, PowerPoint, Access, and A e software Required 7 YearsSkills in persuasion, negotiation, relationship management, conflict resolution, and effective oral and written communication at all levels Required 7 YearsAbility to lead a team through effective delegation, training, and motivation Required 7 YearsDetail oriented with strong analytical skills Required 7 Years
