Extension length unknown) Qualifications: Mandatory qualifications: Five (5) years professional experience with at least two (2) years providing project management and consulting for the quality and delivery of products and services for a project or subtask within a larger program.

Bachelor's degree. (Note: Bachelor's degree can be substituted by having seven (7) years of experience meeting qualification #1) Three (3) years of experience in the last eight (8) years working on Information Technology projects with project cost of three million dollars ($3,000,000) or more providing the following services: managing service design and delivery, facilitating communication among multiple stakeholders providing analysis and/or recommendations for the programmatic and/or business needs of the organization. Experience working on one or more projects providing input for California State Project Approval Lifecycle (PAL) process or California Feasibility Study Reports and/or procurement support for a large IT system (applicable prior to 2016).

Desirable qualifications

(Note: the following desirable qualifications are to be met collectively among our submitted team. Therefore, the candidate does not need to meet all desirable qualifications, but it is preferred that the candidate meet some of the following qualifications.) Ideally projects that meet the following qualifications would have a project cost of three million dollars ($3,000,000) or more Three (3) years experience in analyzing systems, including Information Technology architecture assessment and documentation and proposing alternatives. Three (3) years experience in public-sector business and technical requirement capture. This includes conducting interview sessions, engaging in requirements gathering, requirements documentation, validating requirements, building and maintaining traceability matrices, and conducting workshops to review requirements. Experience working on at least one

(1) public or private sector Information Technology project in the last eight

(8) years supporting unbiased market research and procurement execution for technical solutions. Experience working on at least one (1) project successfully completing the California State Project Approval Lifecycle (PAL) process for PAL Stage 2 and Stage

3. Scope of Work The BAC team consisting of a Project Manager, Architect and Business Analysts will support the client in the planning efforts (CDT PAL Stage 2 and 3) to develop a modernized and leverageable Statewide Verification Hub (SVH) that will connect eligibility case management systems with data sources and federally mandated Income Eligibility Verification System (IEVS) data matches to improve California families' access to services by streamlining the eligibility verification process for many California Health and Human Services Agency (CalHHS) means-tested programs. Provide project management services. The BAC team will assist the SVH project team with completing the business process documentation and requirements capture activities associated with Project Approval Lifecycle (PAL)

Stage 2 Alternatives Analysis, as well as supporting activities associated with detail requirements documentation and procurement design for the procurement of system integration services for the proposed technical solution (PAL Stage 3) to achieve the overall vision of the SVH project. The Contractor shall support the SVH project team with project activities including definition of a procurement profile/sourcing strategy, defining detailed requirements, supporting development of materials (e.g., statement of work, evaluations criteria) for the procurement, supporting procurement execution activities, supporting organizational change management activities for the SVH project and its participating programs, and supporting overall project delivery for SVH through PAL Stage 3. Project management tasks could include, but not limited to: provide regular status updates to CDSS's project team and stakeholders and keep all documents up to date reflecting new events, findings, and decisions as they are made. assist the CDSS Project Manager with creation of an overall engagement plan and strategy based upon review of all available project artifacts and project stakeholders input to understand the project's strategic and enterprise goals, objectives, requirements, constraints, and any other relevant factors. maintain and continually update project assumptions, a risk register, issues log, decisions log, and keep project documents up to date with each subsequent finding made throughout the Agreement's term. contribute to and manage the project schedule throughout the life of this Agreement's term in conjunction with CDSS's project management team to ensure project tasks, activities, milestones, and deliverables are properly documented, updated, and completed on time develop financial analysis worksheets (FAWs) for each identified alternative based on any applicable findings, including those from any RFI. support organizational change management (OCM) by creating benefits documentation of the project's selected alternative and holding workshops with key stakeholder
