Position : Project Manager
Location : New York,NY
Duration : 12 Months Contract
Interview-Type-Requested : In-Person

SCOPE OF SERVICES :
Lead Zoning Application Project (ZAP) from a Project Management perspective.
Prepare a plan document defining the project schedule and budget, project team framework and scope, highlighting the milestones and the execution strategy.  
Develop project documents such as project charters, implementation plan, QA plan, UAT plan…etc.  
Ensure successful completion of solution implementations utilizing strong leadership, project and resource management skills 
Provide vendor management for large projects from start to completion of project including strong understanding of contract terms 
Develop rollout plan and oversee deployment into production, including developing a support plan.  
Meet with key stakeholder to understand current operations. 
Provide guidance on best solution to streamline or process to re-engineer their current operations. 
Conduct JAD sessions or workshops with business users to elicit information regarding their need and requirements for existing or new systems. 
Maintain and update the project schedule on a regular basis. 
Conduct status meetings. Assure proper articulation and reporting of project status to stakeholders and executive management. 
coach, mentor, motivate and supervise project team members, and influence them to take positive action and accountability for their assigned work 
Create and maintain strategic partnership between business needs and technology delivery;  
Effectively communicate project expectations to team members and stakeholders in a timely and coherent fashion; 

Contribute to the continued success of the agency project management practices
Contribute to team-wide resources and training materials, including tutorials, guides, presentations
Recognize when practices or processes are inconsistent or no longer serve the team, and recommend a way forward to improve effectiveness or efficiency
Work with Technical lead and Director of Special Project to set up Software Development Life Cycle (SDLC) processes following standard development methodologies (Agile Scrum/Waterfall/RUP); and guide teams to adapt SDLC best practices 
Perform project management and develop functional requirement documents for small and medium projects. 

Job Description :
BA/BS Degree or equivalent, in a technology related field or other degree preferred. 
Good communication, presentation and leadership skills.
4+ years of experience in a role as IT project manager leading complex, enterprise-wide technical and/or business initiatives.
4+ years of experience with managing SDLC Waterfall and/or Agile methodology projects.
1+ years expertise in using project management tools such as MS-Project, Project Server and Team Foundation Server (TFS
4+ years of experience in creating project management artifacts (project charter, project plan, timelines (MS Project or other project management software), requirements documents, project and resource planning, deployment plans, support plans, conversion plans.
4+ years in gathering requirements, business analysis, use cases and creating functional requirements documents. In addition, 3+ years of experience managing web based applications especially.
3 + years in vendor management.

Desirable Skill/Expertise :
PMP and Agile/Scrum certification preferred but not mandatory.
Experience working with City of New York agencies is a plus but not mandatory
Experience managing application projects developed on MS Dynamics CRM.
Prior experience in federal/state/local government projects.
